Department of Telecommunications Reduces Vodafone Idea AGR Dues
The Department of Telecommunications (DoT) in India has announced a significant reduction in the Adjusted Gross Revenue (AGR) dues owed by Vodafone Idea Limited, lowering the total from ₹87,695 crore to ₹64,046 crore as of December 31, 2025. This revision follows guidance from the Supreme Court of India, which encouraged a re-evaluation of such dues.
In a move aimed at alleviating the financial pressures on the struggling telecom company, the DoT has implemented a five-year moratorium on the payment of these dues. According to Vodafone Idea, the revised amount will be repaid over the next ten years in two phases, with detailed payment schedules outlined.
The first payment is scheduled to commence five years from now. During the initial four-year period from the fiscal year 2031-32 to 2034-35, the company will need to meet annual payments of at least ₹100 crore. Following that, from the fiscal years 2035-36 to 2040-41, it will pay six equal instalments annually, amounting to ₹10,608 crore each year.
Additionally, Vodafone Idea must fulfil an annual payment of ₹124 crore for the fiscal years 2018 and 2019 starting March 2026 through March 2031, as these dues were not included in the recent reassessment.
In December 2023, the Union Cabinet approved a comprehensive relief package for Vodafone Idea, which included freezing its outstanding AGR dues. The Government's measures are designed to safeguard its interests in Vodafone Idea, a company in which it holds almost 49% equity, while also ensuring competitive dynamics within the Indian telecom sector.
The AGR dues are liabilities incurred by telecom companies based on their Adjusted Gross Revenue, which is the revenue they must declare to justify licence fees and other governmental charges. The re-evaluation process was prompted by a favourable judgement received by Vodafone Idea from the Supreme Court, which permitted the Government to reconsider the AGR demand raised for the financial years up to 2016-2017, and to fully assess all relevant dues, including associated penalties and interest.
Vodafone Idea has been confronting severe financial difficulties primarily due to strong price competition, sizeable debts, and mounting AGR liabilities resulting from a shift in the definition of AGR. The company has reported substantial losses, diminishing its subscriber base and hampering investments necessary for network advancements. Reports indicate that Vodafone Idea recorded a loss of ₹17,418 crore over the nine months leading up to December 31, 2025, with a negative net worth of ₹87,744 crore and total debts reaching ₹2.09 lakh crore.
Despite these challenges, the company has recently shown signs of subscriber growth, adding over 100,000 mobile subscribers in March according to the latest data from the Telecom Regulatory Authority of India (Trai). This resurgence may hint at a gradually improving outlook in an otherwise challenging landscape for the telecommunications industry.
