Southeast Asian leaders plan to uphold international law while addressing crises caused by the West Asia war at their upcoming summit in Cebu, Philippines.

Southeast Asian leaders are set to release a declaration at their annual summit that aims to emphasise the importance of international law, sovereignty, and freedom of navigation. This declaration comes in the context of ongoing conflicts in West Asia, which have had significant repercussions for the region. A draft of the declaration was reviewed by The Associated Press prior to the summit scheduled for Friday on Cebu, a province in the central Philippines.

The leaders from the Association of Southeast Asian Nations (ASEAN) are expected to propose a comprehensive contingency plan. This plan will address energy shortages and a variety of global challenges exacerbated by the war in West Asia. Philippine President Ferdinand Marcos Jr., who is hosting the summit, has stated that discussions will prioritise energy security and food supply, particularly considering the interests of more than a million Southeast Asian workers stationed in West Asia.

This year's summit is expected to be notably less formal, reflecting the economic challenges currently faced globally. Southeast Asia, home to around 680 million people, grapples with various regional issues, including long-standing territorial disputes with China, civil unrest in Myanmar, and conflicts such as the recent border tensions between Thailand and Cambodia.

The ongoing war in West Asia has raised significant concerns among ASEAN leaders regarding its economic implications and the safety of their citizens. Reports indicate that several Southeast Asian workers have lost their lives in the ongoing fighting, and many others have been evacuated or returned home amid safety concerns.

The Asian Development Bank recently warned that the protracted disruptions resulting from the West Asia conflict could hinder growth prospects and lead to inflation in many countries across Asia and the Pacific—regions heavily reliant on oil and gas imports from West Asia.

The forthcoming declaration underscores the need for maintaining stable and transparent markets and ensuring secure maritime routes. It calls for adherence to international conventions, particularly the 1982 United Nations Convention on the Law of the Sea, which governs navigation rights.

The ASEAN leaders are expected to affirm their collective intention to strengthen regional resilience through enhanced cooperation. Their contingency strategy proposes significant initiatives, including the immediate ratification of an agreement that may facilitate coordinated fuel sharing, the development of a regional power grid, diversification of crude oil sources, and the promotion of electric vehicles. Additionally, there are plans to explore alternative technologies like civilian nuclear energy.

Another critical component of the plan is the proposal for an ASEAN crisis communication and coordination protocol, aimed at ensuring a timely and coherent regional response to various crises.

The ASEAN group comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, and Vietnam, with East Timor having joined as a full member in October of the previous year. This coalition of nations seeks to navigate the complexities of regional stability while addressing the immediate challenges posed by the ongoing war in West Asia.
