Marco Rubio Visits India Amidst Strained US-India Relations
Marco Rubio, the United States Secretary of State, is scheduled to visit India for three days, starting Saturday. The trip includes stops in Kolkata, Agra, Jaipur, and New Delhi, where he will engage in discussions regarding energy security, trade, and defence cooperation, as stated by US State Department spokesperson Tommy Pigott. This visit coincides with ongoing fluctuations in the relationship between US President Donald Trump and Indian Prime Minister Narendra Modi.
Rubio's trip comes ahead of a meeting of foreign ministers from the Quadrilateral Security Dialogue, known as the Quad, consisting of the US, Japan, Australia, and India, to be held in New Delhi on May 26. The Quad has been likened to an 'Asian NATO', established in reaction to rising Chinese influence and has conducted joint military exercises in the Indo-Pacific region.
The timing of Rubio's visit is particularly noteworthy, as it follows the recent dismissal of criminal charges against Indian billionaire Gautam Adani, who faced allegations of bribing Indian officials and misleading US investors to secure a solar energy project. These allegations have been denied by his company. The case was dropped by the US Department of Justice after Adani promised a significant investment of $10 billion in the US.
In a related development, US Treasury Secretary Scott Bessent announced an extension of a sanctions waiver, originally set to lapse, that permits the purchase of Russian seaborne oil. This waiver is intended to support countries impacted by the ongoing conflict involving Iran and momentarily alleviates pressure on countries like India, which have faced criticism for their dependency on discounted Russian crude oil.
Analysts interpret these moves, including the dismissal of charges against Adani and the sanctions waiver extension, as efforts to strengthen relations with India amid complexities in US foreign policy.
Rubio’s discussions with other Quad leaders will likely be perceived as reaffirming the US's commitment to the Indo-Pacific region. Experts believe this visit reflects Washington’s objectives to mend ties with New Delhi, following tensions under the Trump administration, particularly during 2022 when trade relations reached a low point.
Sadanand Dhume, a senior fellow for India, Pakistan, and South Asia at the Council on Foreign Relations, remarked in an article that Rubio’s trip is focused on 'repairing' relations. The deterioration of India-US relations was noted by Indian Foreign Secretary Shyam Saran in late 2022, suggesting a plateauing trajectory for bilateral ties.
Contentious issues between Trump and Modi have included increased trade tariffs imposed by Trump, which reached 50% on selected goods as a penalty for India's continued purchase of Russian oil. In conversations last year, Trump indicated that India had committed to ceasing its Russian oil imports, while simultaneously agreeing to reduce tariffs on Indian goods.
In light of tensions from the US-Israel conflict regarding Iran, India has continued sourcing oil from Russia despite US disapproval, creating further strain on the relationship. Amid these diplomatic complexities, the US is keen to persuade India to source oil from the US or Venezuela instead.
Rubio’s visit also follows a period of warming relations between the US and Pakistan, historically viewed as India’s adversary. Ongoing tensions between India and Pakistan escalated in April last year after a deadly attack in Indian-administered Kashmir, followed by military exchanges, culminating in a ceasefire brokered, with Trump’s involvement claimed by various parties.
Despite these efforts towards de-escalation, discord persists between India and Pakistan, further complicating the geopolitical landscape in the region. As India navigates its foreign relations, the implications of Rubio's visit may impact the future trajectory of India-US relations amidst evolving geopolitical tensions in South Asia.
