Himanta Biswa Sarma has been sworn in as Assam's Chief Minister for a second consecutive term after BJP’s electoral victory.

Himanta Biswa Sarma, a prominent leader of the Bharatiya Janata Party (BJP), has officially taken the oath of office as the Chief Minister of Assam for a second consecutive term. The ceremonial event occurred at the Veterinary College Field in Khanapara, Guwahati, where Assam's Governor, Lakshman Prasad, administered the oath.

This victory follows the BJP's resounding success in the recent assembly elections held on 9 April, in which the party secured 82 out of 126 seats. Alongside its allies, the BJP amassed a total of 102 seats, significantly outpacing the Congress, which could only manage 21 seats.

Himanta Biswa Sarma's election marks a historical moment as he becomes the first non-Congress leader in Assam to serve two consecutive terms as Chief Minister. Sarma, who has represented the Jalukbari constituency since 2001, has been instrumental in the BJP's rise in the northeastern region of India, which has traditionally been dominated by smaller parties and the Congress.

In the previous government, Sarma played a crucial role in expanding the party's influence, particularly as political dynamics shifted after his transition from the Congress to the BJP in 2015. Analysts suggest that this shift significantly hindered the Congress's credibility in the state.

The BJP's vote share in Assam has seen a dramatic rise, growing from less than 12% a decade ago to approximately 38% in the most recent election. Sarma's leadership has been credited for this transformation, with party members lauding his aggressive campaigning and welfare initiatives.

Notable among his development programmes is the Orunodoi initiative, which provides financial aid to women from low-income families. However, Sarma's tenure has not been without controversy. Critics highlight a shift towards divisive rhetoric focused on migration issues and identity politics, particularly concerning migration from Bangladesh.

Concerns have also been raised regarding the treatment of minorities, particularly Bengali-speaking Muslims, as accusations surface asserting that recent policies disproportionately affect these groups. During his term, Sarma faced backlash for sharing a now-deleted video that appeared to show him engaging in violent imagery against political opponents.

Despite these controversies, many still regard Sarma as an effective administrator, particularly in enhancing infrastructure, including roads and bridges. His approach has been characterised by targeted outreach to various community groups, engaging women, youth, farmers, and small business owners.

The oath-taking ceremony witnessed significant attendance, including prominent figures such as Prime Minister Narendra Modi, Union ministers, and Chief Ministers from various states. Four other legislators were sworn in alongside Sarma, reinforcing the BJP's leadership as it seeks to strengthen its position in the Assam Legislative Assembly.

Professor Akhil Ranjan Dutta from Gauhati University reflected on the effectiveness of Sarma's strategies, describing a triadic approach focussed on identity, targeted outreach, and development. 'The party attempted to align indigenous communities with a broader Hindu identity while portraying certain groups as outsiders,' Dutta noted, emphasising the importance of community engagement in Sarma’s tenure.

As Sarma embarks on this new chapter, the political atmosphere in Assam remains dynamic, with ongoing debate around identity and migration shaping the region’s future.
