Ukraine's Zelensky Unveils 20-Point Peace Proposal Amid Ongoing Conflict

Ukrainian President Volodymyr Zelensky has announced a new peace initiative designed to address the ongoing conflict with Russia, which has persisted since February 2022. This 20-point plan was developed through negotiations between US and Ukrainian representatives and has been sent to Moscow for consideration. Zelensky described the proposal as a significant step towards achieving a ceasefire and establishing a foundation for lasting peace.

The core of the plan focuses on reaffirming Ukraine’s sovereignty and ensuring robust security guarantees from the United States, NATO, and European allies. Zelensky emphasised that these guarantees would mirror NATO’s Article Five, which obligates member states to defend one another in the event of an attack.

Key Elements of the Plan

One of the major components of the proposal involves the establishment of a demilitarised zone in eastern Ukraine, particularly in the contested Donbas region. Zelensky pointed out that if Ukrainian forces were to withdraw from certain areas, it would be essential for those regions to be policed by Ukrainian authorities, not Russian forces.

The President outlined two possible scenarios: either the conflict continues, or a decision must be made regarding the potential for economic zones in the affected areas. He noted, "There are two options... either the war continues, or something will have to be decided regarding all potential economic zones."

While the plan is a revised version of an earlier 28-point document that largely favoured Russian demands, it now includes more detailed proposals about territorial issues. Zelensky stated that key discussions would need to occur at the leadership level to resolve sensitive matters such as territorial concessions.

The updated plan retains a military strength cap for Ukraine, allowing for an armed force of up to 800,000 personnel during peacetime. Zelensky also highlighted the importance of holding a national referendum to decide on significant aspects of the peace agreement, including the establishment of a potential free economic zone in the Donetsk region.

International Responses and Concerns

Despite the optimism surrounding the peace proposal, Russian officials have yet to respond to the plan. President Vladimir Putin has previously stated that Russia would seek full control over eastern Ukraine by force if Ukrainian troops do not withdraw from the region. This raises concerns about the viability of the peace negotiations and the potential for further escalations in hostilities.

US President Donald Trump, who has been involved in facilitating discussions, expressed hope for a peaceful resolution to the conflict. Zelensky believes that Russia cannot afford to reject the US-led proposal. He remarked, "They cannot tell President Trump, 'look we're against a peaceful settlement.'"

In addition to security guarantees, the plan proposes a significant investment fund of approximately $200 billion for Ukraine’s post-war recovery. This fund aims to support the reconstruction of war-affected areas and boost economic development across various sectors.

As negotiations continue, violence in Ukraine persists. Recent reports indicate that Russian forces have conducted drone strikes in various regions, resulting in casualties. The conflict remains a significant humanitarian crisis, with many Ukrainians displaced and in need of assistance.
