Risks of El Niño Heat Could Lead to Significant Casualties in India

A recent report from the Climate Impact Lab has projected that the upcoming El Niño phenomenon could lead to approximately 15,800 heat-related fatalities in India by February. This warning emphasises that regions already facing high temperatures and limited resources will be particularly vulnerable. El Niño, which is characterised by warmer ocean temperatures, can significantly alter weather patterns and result in extreme heat conditions. Meanwhile, Canadian officials announced that Indian Prime Minister Narendra Modi has confirmed plans to visit Canada. This announcement comes amid various significant developments in India's political landscape.

On September 23, a two-judge panel of the Supreme Court of India convened to hear petitions challenging a controversial law enacted this year that altered the process for appointing the Chief Election Commissioner and Election Commissioners. The new law established a committee composed of the Prime Minister, the Leader of the Opposition, and a Union Cabinet Minister, nominated by the Prime Minister. Critics argue that this change undermines the independence of the Election Commission of India (ECI).

Justice Dipankar Datta raised concerns about the perception of independence, stating, "Free and fair elections depend on a truly independent ECI. It is not enough for the ECI to be independent; it must appear to be independent. The member nominated by the prime minister cannot be expected to defy the prime minister." The Supreme Court's handling of the issue remains undecided, as the matter has been referred to a larger three-judge bench for further deliberation.

Opposition leader Rahul Gandhi described the ECI’s actions as tantamount to "treason" following reports of internal disputes over the nationwide revision of electoral rolls. In a statement via social media platform X, he asserted, "Vote chori is a crime against the Indian people and a direct attack on our constitution." Gandhi insinuated that the ECI is acting in favour of Modi's Bharatiya Janata Party (BJP) and its ideological affiliate, the Rashtriya Swayamsevak Sangh (RSS), a prominent right-wing organisation that endorses Hindu nationalist values.

In response to the internal divisions within the ECI, the board affirmed that its directives are backed by full legal authority. The ECI acknowledged normal disagreements as part of its deliberation process, stating, "Highlighting certain specific internal notes while overlooking the much larger body of approvals... presents only one part of the picture." The organisation noted over 40 electoral reforms have been implemented in recent months.
