UN Report Reveals Widespread Sexual Violence During Ukraine Conflict
A UN report highlights extensive sexual violence in Ukraine's war, with 89% of cases linked to Russian forces.

A recent report by the United Nations Human Rights Office has detailed extensive instances of sexual violence during the ongoing conflict in Ukraine, marking a troubling dimension of war crimes. The report, published on 18 September 2023, indicates that a significant majority of these acts, approximately 89%, are attributed to Russian armed forces.

The findings were based on interviews with victims and cover a period from February 2022, when Russia initiated a full-scale invasion, to July 2023. The UN documented a total of 1,004 verified incidents of conflict-related sexual violence. While the majority of perpetrators were identified as Russian military personnel, members of Ukrainian forces were also noted, accounting for 11% of the cases.

Notable abuses described in the report include gang rape, sexual assaults involving electric shocks, and genital mutilation. Such violence was inflicted upon both civilian populations and prisoners of war across various stages of captivity, including during capture and detention.

UN officials emphasised that the figures may not fully represent the reality on the ground, as sexual violence in conflict zones often goes under-reported. Russian authorities have reportedly obstructed access for UN officials, hindering thorough investigations into these human rights abuses.

In response to the report, Ukraine’s foreign ministry acknowledged the documentation of human rights violations committed by Russian forces. The ministry also highlighted ongoing efforts to prevent such violence and provide support for the victims of these atrocious acts.

Danielle Bell, the head of the UN Human Rights Monitoring Mission in Ukraine, pointed out that while sexual violence in conflicts is typically thought to primarily affect women and girls, a significant number of men have also been impacted in the current situation. "Sexual violence in conflict is often misunderstood to be mainly affecting women and girls, but in the Ukraine war context, the majority of survivors are men," she stated. She further noted that addressing the recovery needs of male survivors requires different approaches compared to female survivors.

The report also mentions allegations of sexual violence against Russian and third-country prisoners of war by Ukrainian authorities, although it asserts that no incidents of rape have been recorded in these contexts.

UN High Commissioner for Human Rights Volker Turk expressed alarm over the documented prevalence of these violations and warned that such acts are likely still ongoing amid the continuing conflict, stating, "I am deeply alarmed by the prevalence of these abhorrent acts documented in our report."

This report sheds light on the shocking reality of sexual violence as a weapon of war and reiterates the urgent need for accountability in the face of these grave human rights violations.
