Naveen Patnaik Declares Battle Against MMDR Act to Protect Future

Naveen Patnaik, the Chief Minister of Odisha and leader of the Biju Janata Dal (BJD), has stated his determination to oppose the Mines and Minerals (Development and Regulation) Amendment Act, 2026, claiming he will fight against it "till his last breath". Patnaik made his remarks at a significant rally outside the Odisha Assembly, where he called for a joint effort from the public and political entities to repeal the recent mining law.

The MMDR Act, as outlined by Patnaik, obstructs Odisha's rights over its resources and land. He accused the legislation of threatening the state's economic stability, arguing it could lead to substantial revenue losses. "This new law seeks to snatch Odisha’s rights over its land and resources," he declared, emphasising the importance of protecting the state's interests for future generations.

Patnaik specifically targeted members of Parliament from the Bharatiya Janata Party (BJP) for their apparent silence during parliamentary discussions leading to the bill's passage in August. He questioned why local BJP representatives failed to voice opposition while the state risks losing millions annually due to the amended legislation. He further insinuated that both the Odisha government and its officials had not acted decisively against this vital issue, suggesting political fear may have influenced their silence.

The amended bill substantially limits the power of states to impose taxes on mineral rights, which Patnaik describes as a grave infringement on state sovereignty. He rallied citizens to unite against the MMDR Act, stressing that future generations in Odisha would not forgive the current leadership if they failed to act against it. "I call upon all to join hands and oppose the MMDR Act for the future of our Gen Z," he asserted, appealing for collective resistance against this legislative change.

Patnaik's statements come amid growing unrest in Odisha regarding resource governance and state rights, indicating a significant political stance as discussions surrounding ownership of natural resources continue to dominate regional debates.
