Kerala Chief Minister Faces Corruption Allegations Over Flight Funding

P Rajeeve, a prominent leader of the Communist Party of India (Marxist) in Kerala, has levelled accusations against Chief Minister V D Satheesan regarding a chartered flight used for official purposes. Rajeeve claims that Satheesan’s failure to reveal the source of funding for the chartered aircraft may constitute a violation of the Prevention of Corruption Act. He pointed out that the company funding the flight reportedly has a pending lease contract renewal with the state government. Rajeeve expressed concerns over the implications, questioning why the Chief Minister was withholding the name of the sponsor. 'What is the Chief Minister afraid of to reveal the name? If it is someone who does business honestly, why can’t he just say it?' asked Rajeeve.

The controversy stems from Satheesan’s recent flight to Kozhikode, arranged as the state government’s helicopter contract was not renewed. The Chief Minister's Office has asserted that there was no public expenditure involved in this trip. However, Rajeeve has scrutinised the circumstances around a past journey to Mangaluru, claiming the flight took an unusual route and that preliminary payments were made by a corporate entity with which the state has dealings.

Rajeeve cited media reports that suggest the aircraft belongs to a major corporation whose lease with the government had expired while its renewal was still pending. He stated, 'If these media reports are accurate, wouldn’t this turn into an offence of corruption fully falling under Section 13(1) of the Prevention of Corruption Act? Isn’t it crystal clear with material evidence? Isn’t that where charges must be framed first?'

In addition to the chartered flight allegations, Rajeeve has voiced concerns regarding Local Self-Government Minister K M Shaji's use of a private Range Rover. He argued that when a minister’s vehicle is incapacitated, they should use a police vehicle or procure a temporary hire via the government’s resources. Rajeeve remarked, 'A minister’s vehicle breaks down, and when he feels the heat, a private Range Rover pulls up in front of him, and he gets in! What is the standard protocol?' He suggested that this arrangement led to the Range Rover’s owner receiving a position on a government committee, thus potentially breaching the same corruption laws.

Rajeeve broadened his allegations, insisting that Chief Minister Satheesan is acting in concert with the Bharatiya Janata Party (BJP) to diminish the Communist Party of India (Marxist) and the Left in Kerala. He stated, 'The CM governing Kerala today is setting the stage for the BJP’s plan to capture Kerala.' He argued that the BJP's strategy hinges on undermining the Left's political legitimacy and asserted that Satheesan's actions seem to align with BJP interests.

Rajeeve did not spare the larger opposition coalition led by the Indian National Congress, specifically targeting Satheesan’s reliance on findings from the Enforcement Directorate, which have been met with fierce criticism in other states. He stated that while the INDIA bloc appears to challenge the actions of the Enforcement Directorate nationally, Satheesan's approach shows complicity. 'Yet in Kerala, Satheesan acts as an active agent of the ED, showing more enthusiasm than even BJP state governments,' he added.

Furthermore, he scrutinised the Chief Minister's remarks about Supreme Court judgments, claiming that Satheesan misrepresents legal rulings to align with the agenda of the Sangh Parivar, the ideological parent of the BJP. Rajeeve called upon Congress leaders, Mallikarjun Kharge and Rahul Gandhi, to clarify whether Satheesan is upholding Congress policies or acting in service of the BJP.

The ongoing disputes highlight the complex political landscape in Kerala, as allegations of impropriety and accusations of alignment with opposing parties reveal deeper fissures within the state's political dynamics. Rajeeve has urged the Chief Minister to answer questions posed by journalists regarding these allegations, emphasising the need for accountability in governance.
