Karnataka Chief Minister Transition Looms as Congress Considers Shivakumar
Congress may soon replace Karnataka Chief Minister Siddaramaiah with D.K. Shivakumar amid ongoing leadership speculation.

Bengaluru: The Indian National Congress party is reportedly on the verge of replacing Karnataka Chief Minister Siddaramaiah with his deputy, D.K. Shivakumar. This news has emerged following extensive discussions involving key party leaders in New Delhi. According to sources familiar with the matter, while a leadership shift seems imminent, the precise timeline remains unclear.

A senior Congress official present in Delhi confirmed that a leadership change is likely, although the conditions surrounding Siddaramaiah's departure have yet to be firmly established. "There will be a change but there is no clarity on when," stated one individual who preferred to remain anonymous.

The discussion regarding the potential change follows a marathon meeting held at Indira Bhavan, the Congress party's headquarters. Rahul Gandhi, the Leader of the Opposition in the Lok Sabha, reportedly had a one-on-one meeting with Siddaramaiah where he communicated the party's intentions. Although Siddaramaiah has been under speculation for a national role, it is uncertain whether the 77-year-old will agree to transition from state politics, as he has previously expressed his desire to remain engaged at the state level.

D.K. Shivakumar, who has been a vocal advocate for the Congress leadership's promise to install him as Chief Minister, displayed a positive demeanor while leaving the meeting but chose not to comment on the situation. His gesture of giving a thumbs-up while casting aside media inquiries was interpreted by some as an indication that he may finally achieve his long-sought ambition.

The anticipated leadership transition could pave the way for a significant Cabinet reshuffle, a topic that has garnered considerable interest within the party. Shivakumar currently serves as the head of the Congress in Karnataka, Deputy Chief Minister, and holds additional responsibilities in areas such as Bengaluru development and irrigation. The shifts in the Cabinet may also reflect a demand from Siddaramaiah's supporters for significant portfolios, suggesting potential discord within the party.

Several aspirants from the Congress have made frequent trips to New Delhi in pursuit of ministerial roles, thereby highlighting the competitive nature of local political dynamics. Questions remain regarding potential changes to the state Congress unit, a new role for Siddaramaiah, and whether there will be one or multiple Deputy Chief Ministers in the upcoming Cabinet.

The leadership discussion has been a recurring theme in Karnataka since the Congress achieved a significant victory in the May 2023 elections. After the polls, a resolution was reached for the two leaders to share the chief ministership; however, the rivalry between their factions has continued to permeate discussions.

On Tuesday, Siddaramaiah and Shivakumar travelled to Delhi separately, signalling the underlying tension. Siddaramaiah was accompanied by several senior Congress leaders, including cabinet members, while Shivakumar opted for a commercial flight, distinctively avoiding public discussions around his leadership aspirations.

Upon completing their discussions with the high command, Siddaramaiah visited a party colleague's residence, whereas Shivakumar returned home without addressing the media. The differing approaches to their travel and engagement with supporters further underscore the intricate relationships and ongoing political maneuvering within the party.

Meanwhile, a close aide of Siddaramaiah has indicated that he intends to return to Bengaluru on Tuesday night. Reports suggest that he has expressed reservations about ceding his position, citing his unique status as the only Chief Minister from the Other Backward Classes (OBC) among Congress-ruled states.

In contrast, replacing him with Shivakumar, who is associated with the Vokkaliga community, raises questions about the social justice narratives advocated by prominent party figures such as Rahul Gandhi. Some have proposed that a compromise could involve granting Shivakumar a more substantial share of Cabinet portfolios, alongside a Rajya Sabha seat for his brother, Suresh.

The landscape of Karnataka's governance has been complicated by ongoing internal strife within the Congress. Despite obtaining a solid majority by winning 135 out of 224 contested seats in the 2023 elections, critics, including political analysts, have pointed out that infighting has overshadowed effective governance.

Political analyst Sugata Srinivasraju expressed concerns about the party's functionality, remarking, "Despite a full majority, they have operated like a coalition government." He noted that the internal conflict has rendered the government increasingly dysfunctional over the past year.

Meanwhile, the opposition in Karnataka has seized the opportunity to criticise the ruling party for neglecting governance in favour of internal power struggles, with B.Y. Vijayendra, the state president of the Bharatiya Janata Party, remarking, "They came to power just to fight over the CM chair, to sit lobbying in Delhi, now the people understand!"
