Karnataka Cabinet Assigns Portfolios Ahead of Monsoon Session

Chief Minister DK Shivakumar of Karnataka has finalised the allocation of ministries to newly inducted Cabinet colleagues, a process that extended over a week and involved significant last-minute adjustments. This distribution of portfolios was concluded just in time for the commencement of the monsoon session of the Karnataka Legislative Assembly, scheduled to begin shortly.

The allocation saw notable changes, particularly with two seasoned lawmakers, Ramalinga Reddy and KH Muniyappa, voicing dissatisfaction with their initially assigned portfolios. Reddy has transitioned from the water resources portfolio to assume control of the forests, ecology, and environment ministry, a move that appears more suited to his political standing within the party.

Muniyappa, who had expressed unease regarding the food and civil supplies portfolio, has been reassigned to the role of minister for social welfare, a position he specifically requested. Observers note that this gesture may suggest a reluctance to drop his candidacy in favour of his daughter, Roopakala, who is being positioned as the party's female representative in the Cabinet.

Aside from these changes, the Cabinet welcomed the induction of scandal-implicated B Nagendra as the new minister for planning and statistics, a role viewed as less influential possibly due to his ongoing investigation by the Enforcement Directorate.

Meanwhile, BZ Zameer Ahmed Khan has retained his housing portfolio from the previous government; however, he has lost control of the minority welfare, Haj, and Wakf departments, which have now been combined under Health Minister UT Khader. This strategic shift suggests a broader aim by Congress to diversify Muslim leadership within the Cabinet.

Other ministers retained their previous roles, including Madhu Bangarappa as the school education and literacy minister, Shivaraj Tangadagi heading backward classes welfare and Kannada and culture, and Santosh Lad overseeing the labour department. SS Mallikarjun continues to act as the minister for mines and geology and horticulture. Notably, Basavaraj Rayareddi has been assigned higher education after previously holding the finance portfolio between 2016 and 2018.

The final list of roles underwent several modifications before being submitted to Governor Thaawarchand Gehlot’s office, illustrating the fluidity in decision-making at this stage. Among last-minute adjustments, Dr Ajay Singh's expected appointment to the forest portfolio has instead seen him assigned to minor irrigation and science & technology.

With the monsoon session on the horizon, the new ministers will face their first major challenges and responsibilities as they navigate the legislative agenda and public scrutiny in the coming weeks.
