Indian Government Seeks Opposition Support for Delimitation Bill

The Indian Parliament has been largely inactive for nearly three weeks due to ongoing protests led by Generation Z concerning various issues. The protests, driven by discontent over the National Eligibility cum Entrance Test (NEET) paper leak and law enforcement's actions against demonstrators, have stymied discussions in the Monsoon Session.

In response to this parliamentary deadlock, the Narendra Modi administration has attempted to engage with the Opposition, particularly with Congress leader Rahul Gandhi. Home Minister Kiren Rijiju recently met Gandhi in Parliament to discuss two major pieces of legislation: the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA) and the Constitution Amendment Bill related to delimitation and women's reservation.

Sources indicate that this outreach signifies a shift in the government's approach, as it seeks consensus amidst the unrest. Rijiju's meeting lasted approximately 50 minutes and included discussions on how to facilitate the implementation of women's reservation prior to the 2029 Lok Sabha elections. He highlighted the urgency of the delimitation process in connection with this agenda.

Despite this overture, Gandhi has underscored that the Congress will need to consult internally and with allies in the INDIA bloc before articulating its stance on the government’s proposals. Furthermore, Congress has made it clear that their participation in parliamentary proceedings is contingent upon addressing specific grievances, including a demand for a statement from Amit Shah regarding the police actions against protesters and a discussion about the alleged misappropriations associated with donations to the Ram Temple in Ayodhya.

Kiren Rijiju described his efforts to rekindle dialogue as a step towards restoring communication between the ruling party and the Opposition, stating, "I've extended an offer to the Leader of the Opposition to engage in a conversation even if there are differences."

The discussions come as the government prepares for a special session aimed at pushing through crucial legislation, including the delimitation and women's reservation bills. However, effectively navigating the Opposition's concerns will be vital, given the necessity to secure a two-thirds majority for constitutional amendments.

The challenges facing the Modi government compound existing tensions, particularly following recent electoral setbacks. Observers suggest that this new approach to dialogue marks a pivotal moment as the administration grapples with its biggest political crisis in years, characterised by widespread protests and a declining parliamentary atmosphere.
