India's Jaishankar Criticises Pakistan at UN General Assembly

At the 81st United Nations General Assembly, Indian External Affairs Minister S. Jaishankar delivered a pointed response to Pakistan’s narrative regarding terrorism and self-defence. Although he did not name Pakistan directly, his remarks clearly targeted the country.

Jaishankar's address came a day after Pakistan Prime Minister Shehbaz Sharif had described Pakistan's response to military operations as an exercise of its 'inherent right of self-defence'. Sharif also credited former U.S. President Donald Trump for his role in the 2025 conflict while revisiting issues related to Kashmir and the Indus Waters Treaty.

The Indian minister's reply was unequivocal: arguments that attempt to normalise terrorism and suggest that a country can avoid accountability will not be accepted. He stated that friendship cannot coexist with terrorism. Jaishankar cited an incident from April 22, where the terror attack in Pahalgam resulted in the deaths of 26 civilians, emphasising that the United Nations Security Council promptly condemned the violence. The Resistance Front, which claimed responsibility, provided further evidence of Pakistan's involvement, even as the nation sought to distance itself from the Council’s discussions.

Jaishankar highlighted India's position on cross-border terrorism, reiterating that actions targeting terrorist bases like those of Jaish-e-Mohammed and Lashkar-e-Taiba should be considered defensible responses to aggression. This framing aligns with India’s longstanding policy since 2016 that has insisted that cross-border terrorism justifies cross-border retaliatory action.

However, he refrained from directly naming Pakistan, which could present the speech as less confrontational but also less forceful. The terminology used in his address resembled rhetoric from previous assemblies, focusing on phrases such as 'epicentre of global terrorism' and 'mend its ways', which have become somewhat clichéd.

The real issue, as identified by Jaishankar, revolves around the arguments that normalise terrorism and allow its state sponsors to escape responsibility. When national leaders credit military leaders for actions stemming from terror attacks, it complicates the distinction between the aggressor and the victim.

Despite the strong messaging, the effectiveness of Jaishankar's address as a diplomatic tool remains uncertain. The event mostly served to reaffirm India's stance following the Pahalgam incident, which reiterates a policy of 'no talks under terror'—a clear assertion made for a domestic audience still navigating the aftermath of the previous year's conflict.

However, its impact on altering Pakistan's approach or changing the perception of Washington, which maintains a complex relationship with both nations, is limited. Jaishankar’s address may resonate within India but achieving a lasting change in international attitudes towards terrorism is a more challenging task. The true measure will be whether global powers begin to view the normalisation of terrorism as a significant disqualifier in their dealings, rather than merely a topic for rhetorical agreement before continuing business as usual with Islamabad.
