U.S. Secretary of State Marco Rubio announced on February 15, 2026, that India has made a commitment to halt its purchases of Russian oil. This declaration was made at the Munich Security Conference, highlighting the impact of geopolitical relations on energy procurement.

During his address, Rubio referenced discussions held between U.S. representatives and Indian officials regarding the ongoing conflict between Russia and Ukraine. He stated, “In our conversations with India, we’ve gotten their commitment to stop buying additional Russian oil.” This statement follows a recent trade deal announcement by U.S. President Donald Trump, which was made earlier in February.

Trump's announcement suggested that India had formally agreed to discontinue its crude oil purchases from Russia, a move which aligns with U.S. efforts to impose sanctions against Moscow amidst the ongoing war between Russia and Ukraine. In an effort to facilitate this agreement, Trump also signed an executive order that rolled back a 25% tariff he had introduced in August on Indian imports of Russian oil.

Despite this commitment, Indian officials emphasised that the country would continue to maintain a diverse range of sources for its crude oil needs. The Indian Foreign Secretary, Vikram Misri, reiterated earlier statements that India’s energy procurement would be driven primarily by its national interests. He remarked that India aims to ensure stability in its energy supply chain through diversification.

Rubio's comments and the commitments made by India underscore the complex interplay between international diplomacy and energy security, particularly in the context of rising tensions in Eastern Europe. As nations navigate the challenges posed by the Russia-Ukraine conflict, India's decision will be closely monitored by global observers, particularly regarding how it aligns with wider U.S. policies aimed at curtailing Russia’s economic partnerships abroad.
