Concerns Rise Over Delhi Voter Registration Discrepancies

Recent notifications from the Election Commission of India (ECI) have raised alarms regarding discrepancies in Delhi's voters' list. This comes as part of a special intensive revision (SIR) process where about 33.1 lakh electors have been flagged due to various issues, amounting to over a third of the preliminary list of 97.5 lakh names. The notices were released by the office of Delhi's Chief Electoral Officer on 18 September 2023.

Prominent individuals affected include former Vice President of India, former Chief Justices, and senior Supreme Court advocates, among others. The ECI's software identified 11 “logical discrepancies” leading to these flags. Those marked in the no-mapping category will need to re-establish their eligibility by presenting specific documents, while others flagged for logical discrepancies must verify their existing details.

The deadline for verifying flagged cases is 29 October, ahead of the final electoral roll publication scheduled for 4 November.

Jairam Ramesh, the Congress Party's General Secretary for Communications, condemned the SIR process in a written statement, labelling it a “massive Shah Instigated Removal of voters.” He highlighted that 6.18 crore names had been removed across 12 states and two Union territories in this ongoing process, with an alarming 53.73% of voters in Delhi facing potential removal or requiring documentation.

“We’re shifting the burden onto citizens to produce documents it may never have provided them,” Ramesh said. He described the process as one that poses significant barriers for most citizens.

Among the flagged electors is L.K. Advani, a founding member of the Bharatiya Janata Party (BJP) and former Deputy Prime Minister, whose family members also received notices. Additionally, prominent vocal figures in law and history, such as senior advocates Indira Jaising, Anand Grover, and historian Romila Thapar, are noted within the flagged list.

The discrepancies ranged from technical issues, including age mismatches and parent name inconsistencies, to the status of deceased individuals. For example, Bibek Debroy, a deceased economist, remains on the voters' list as a 70-year-old elector after his passing in November 2024.

The Aam Aadmi Party has also expressed its concerns, questioning how a renowned figure like Delhi's former Chief Minister Arvind Kejriwal and his family could be missing from the electoral rolls. The electoral registration officer stated that validation for some flagged cases was still ongoing.

As this situation unfolds, with many citizens directly impacted, discussions around electoral integrity and accessibility have become paramount in the lead-up to the finalisation of Delhi's electoral rolls. The ongoing scrutiny raises questions about the mechanisms and responsibilities of the electoral process in ensuring all eligible voters are adequately represented.
