BJP Sees Surge in Rajya Sabha Seats from Punjab After AAP Defections

In a significant political shift, six Members of Parliament from the Aam Aadmi Party (AAP) in Punjab, led by Raghav Chadha, joined the Bharatiya Janata Party (BJP) last week. This move has given the BJP its first substantial representation in the Rajya Sabha from Punjab, a state it has historically struggled to win. The assembly elections are expected to take place in approximately ten months.

The electoral landscape reveals that during the 2022 Punjab assembly elections, the BJP received just 6.6% of the votes, managing to secure only two out of 117 seats. The AAP achieved a significant victory, winning 92 seats and displacing the Congress, which garnered 18 seats. The Shiromani Akali Dal (SAD) obtained three seats, with the BJP trailing behind. Following various by-elections, the AAP's tally has now increased to 94 seats while the Congress has diminished to 16.

Previously, the BJP had no representation from Punjab in the Rajya Sabha, as its prominent member and Union Minister Ravneet Singh Bittu, who moved from the Congress, represents the party in the Rajya Sabha from Rajasthan. In the recent shift, the BJP now occupies six out of the seven Rajya Sabha seats from Punjab due to the merger of the AAP MPs. The newly acquired representatives include Raghav Chadha, Sandeep Pathak, Ashok Mittal, Vikramjit Singh Sahney, Rajinder Gupta, and Harbhajan Singh, alongside Swati Maliwal from Delhi.

Notably, in the 2024 Lok Sabha elections, the BJP attained around 19% of the votes in Punjab but failed to win any seats, leading to questions about the equity of its current Rajya Sabha numbers given its performance in the assembly elections. Raghav Chadha and Sandeep Pathak, previously AAP strategists in 2022, are viewed by some as outsiders, while other new members are recognised as wealthy business figures. Harbhajan Singh, a former cricketer, makes his political debut with the BJP.

Environmentalist Balbir Singh Seechewal remains with the AAP, expressing concern that Chadha holds significant power yet does not adequately represent Punjab’s issues in Parliament. Ajay Maken, treasurer of the Congress party, questioned how the BJP would justify its recent gains to the populace, given that the party has only two MLAs in the assembly. He cautioned that this situation could bolster separatist sentiments by suggesting that the voices of Punjab's citizens are not being heard.

During a press conference, BJP national general secretary Tarun Chugh defended the switch, arguing that the former AAP MPs left a party known for institutionalised corruption and that their transition would be advantageous for the BJP. Sunil Jakhar, the chief of the Punjab BJP, labelled this change as the commencement of AAP's decline.

Historically, the BJP had little representation in the Rajya Sabha from Punjab, with only four MPs elected over 24 years from 1998 to 2022, primarily when it was allied with the Shiromani Akali Dal. This alliance ended in 2020 amid the farmers’ protests against the Modi administration’s agricultural laws. Both parties suffered losses in the 2022 elections.

Punjab's Chief Minister Bhagwant Mann dismissed the significance of the defecting MPs, stating they were not credible leaders capable of influencing the public. He remarked on the selection of these MPs by the AAP, noting their previously esteemed standing in their respective fields.

Congress MP Manish Tewari remarked that Punjab voters are likely to reject the defection, predicting it would ultimately favour the Congress party in future elections. SAD leader Bikram Singh Majithia called for a floor test within the assembly, alleging that the AAP government may now find itself in a minority, to which the AAP has countered that the defecting individuals were Rajya Sabha members rather than elected MLAs. Criticism also emerged regarding AAP's protests against the defecting MPs.

An anonymous Congress MP indicated that while the BJP's new members do not possess a substantial voter base, the party is likely to derive short-term advantages in parliamentary numbers and enhanced image ahead of the upcoming West Bengal assembly elections. Furthermore, it is anticipated that the BJP might hope to persuade AAP MLAs in Punjab to follow suit. Reports have emerged that AAP in-charge Manish Sisodia is actively engaging with state ministers and MLAs to maintain party unity. Raghav Chadha, who has previously referred to Punjab as his 'soul', has not clarified whether he or the others plan to contest in the upcoming Punjab elections.
