Advance Payment of Salaries for Central Government Employees

The Indian government has announced that salaries, wages, and pensions for September will be disbursed in advance on 25 September 2026. This decision comes in light of a nationwide bank strike planned by the United Forum of Bank Unions (UFBU) from 28 to 30 September 2026. The UFBU claims to represent approximately 90 per cent of the banking workforce and is advocating for a five-day banking week among other demands.

The Finance Ministry has issued a memorandum instructing all relevant departments and ministries to ensure that compensation is paid early to prevent disruptions coinciding with the strike period, which overlaps with the half-yearly closure of the banking sector. According to the Controller General of Accounts under the Finance Ministry, all central government employees' salaries for September, including those of defence and postal services, should be processed and paid on 25 September.

In addition to salaries, pensions for all central government pensioners will also be disbursed on the same date. The memorandum states that these payments should be regarded as advance pay and will be adjusted against the full month's salary or pension once it is finalised. Any necessary adjustments will be deducted from the payments made in October 2026.

Furthermore, the Finance Ministry has advised that any banking transactions scheduled for the end of September may also be processed in advance to mitigate potential delays caused by the strike. It emphasised the importance of communicating these instructions promptly to ensure that all relevant offices are aware.

The Reserve Bank of India has been asked to relay these directives to the relevant banking branches. Meanwhile, banks, including Regional Rural Banks, have been told to remain open on Sunday ahead of the strike to help customers manage their banking requirements.

Many public sector banks are preemptively advising customers to utilise digital banking services, such as mobile banking and internet transactions, to fulfil their needs should the strike proceed as planned. Furthermore, customers are encouraged to complete essential banking tasks ahead of the strike dates to prevent inconvenience.

The timing of the strike is crucial as it coincides with the half-yearly closing on 30 September, a vital period for banks concerning reconciliation and treasury operations, potentially leading to significant disruptions in banking services throughout that time.
