Committed to deepening the unique and historical partnership between India and Bhutan, says Prime Minister Modi.
Bhutan Prime Minister Tshering Tobgay’s official visit to India on February 20-21, 2025 has reinforced the tradition of regular high-level exchanges between the two nations. Prime Minister Tobgay participated in the inaugural Leadership Conclave of the School of Ultimate Leadership (SOUL) which was inaugurated by Prime Minister Narendra Modi on Friday (February 21, 2025).

The two Prime Ministers also had a meeting to review different aspects of the bilateral partnership. Speaking about the meeting, Prime Minister Modi reiterated the commitment towards deepening the “unique and historical partnership” between the two countries.

“Pleasure to once again meet my friend PM Tshering Tobgay. Appreciate his address at the Leadership Conclave @LeadWithSOUL. We remain committed to deepening the unique and historical partnership between India and Bhutan,” Prime Minister Modi posted on social media platform X.

Additionally, Minister of Railways, Information and Broadcasting, and Electronics and IT Ashwini Vaishnaw; Minister of Parliamentary Affairs and Minority Affairs Shri Kiren Rijiju; Minister of State for External Affairs Pabitra Margherita and other senior officials of Government of India called on the Prime Minister of Bhutan.

The Ministry of External Affairs (MEA) noted that India and Bhutan enjoy exemplary ties of friendship and cooperation, based on trust, goodwill and mutual understanding at all levels. “The visit of the Prime Minister of Bhutan is in keeping with the tradition of regular high-level exchanges between India and Bhutan, a hallmark of the special partnership,” the MEA added.

India-Bhutan Developmental Partnership
India has closely partnered with Bhutan in its socio-economic development since Bhutan’s first Five Year Plan in 1971. This cooperation has been aligned with the priorities of the people and Government of Bhutan. 

The scope of the development projects span across sectors such as infrastructure development, roads, digital connectivity, energy, agriculture, ICT, health, education, human resource development and urban development. 

India also partners with Bhutan through initiatives like the High-Impact Community Development Projects. These short-gestation period projects include the development of drinking water supply networks, irrigation canals, building of farm roads, basic health units and other rural infrastructure. 

Additionally, the India-Bhutan development partnership includes a Programme Grant component, which is a direct budgetary support to the Royal Government of Bhutan.
