India hosts capacity building programme for senior officers from Southeast Asia and Indian Ocean Region

Thirty senior officers were part of the 1st Capacity Building Programme on Public Policy and Administration conducted by India for civil servants from Southeast Asia and the Indian Ocean Region. The two-week programme, held from November 18-29, 2024, was conducted in Mussoorie and New Delhi by the National Centre for Good Governance (NCGG).
The programme brought together 30 senior officers representing key ministries from Sri Lanka, Oman, Tanzania, Kenya, Seychelles, Malaysia, Cambodia, Maldives, and Myanmar.
The initiative provided participants with a platform to exchange ideas, share best practices, and discuss innovative approaches to governance and administration. The programme focused on critical areas such as e-governance, sustainable development, transparency, and inclusivity, reflecting NCGG’s commitment to fostering excellence in governance.
The programme featured country-specific presentations where participants showcased their governance frameworks and developmental strategies:
Oman highlighted its Vision 2040, focusing on e-governance and digital transformation.
Sri Lanka shared its grassroots-driven Samurdhi Program for poverty alleviation.
Maldives discussed environmental governance initiatives.
Kenya emphasized transparency through e-governance.
Cambodia presented decentralization reforms and inclusive growth strategies.
Tanzania showcased Vision 2025 and its involvement in the Open Government Partnership. Seychelles highlighted its Blue Economy Governance Model.
Myanmar discussed its Sustainable Development Plan.
Malaysia detailed Vision 2020 and National Transformation 2050.
During the valedictory session held on Friday (November 29, 2024), NCGG Director General Surendrakumar Bagde highlighted India’s strides in e-governance and underscored the importance of the government’s philosophy of “minimum government, maximum governance.”
This was the latest in a series of capacity building initiatives by the NCGG for civil servants from different regions of the world.
Last month, the NCGG organised its first-ever Mid-Career Training Programme for civil servants from the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) nations. The two-week training programme, running from October 14 to October 25, 2024, in Mussoorie and New Delhi, also included the 34th Capacity Building Programme for civil servants from the Maldives.
The training initiative, which included participants from Sri Lanka, Myanmar, Nepal, and Bhutan, marked a key milestone in India's efforts to strengthen regional ties and enhance governance standards across BIMSTEC nations.
Earlier this year, the institution had also conducted the first Advanced Leadership Development Programme on Public Policy and Governance tailored specifically for participants from Latin America and the Caribbean. The programme, held from September 2 to September 13, 2024, saw participation by 22 civil servants from 10 countries including Argentina, Costa Rica, El Salvador, Guyana, Honduras, Jamaica, Paraguay, Peru, St. Kitts & Nevis, and Suriname.
