External Affairs Minister S Jaishankar on Monday discussed ways to take the India-US bilateral cooperation forward when Principal Deputy National Security Advisor of the United States Jon Finer met him in New Delhi on Monday (December 4, 2023). They also discussed various bilateral and global issues.
 
"Good to meet Principal Deputy NSA of the US Jon Finer this afternoon. Useful exchange of views on the global situation. Discussed taking our bilateral cooperation forward," EAM Jaishankar said on social media platform X.
 
The meeting came against the backdrop of a case filed in a US court by American prosecutors against an Indian national for his alleged involvement in a plot to kill Khalistani separatist leader Gurpatwant Singh Pannun in New York. There was, however, no official word if this figured in the discussions.
 
Responding to the charges against the Indian national that he worked with an Indian intelligence official in planning to allegedly kill Pannun, India last week said it was a “matter of concern.” "We have said, and let me reiterate, that this is also contrary to government policy,” Ministry of External Affairs (MEA) Spokesperson Arindam Bagchi said.
 
The Government of India had earlier constituted a high-level Inquiry Committee on November 18, 2023, to look into all the relevant aspects of the matter.
 
REVIEW OF INDIA-US INITIATIVE ON CRITICAL AND EMERGING TECHNOLOGIES 
 
The US PDNSA is visiting New Delhi to hold consultations with India's Deputy National Security Advisor (Strategic Affairs) Vikram Misri. 
 
This is a follow up to the visit of US NSA Jake Sullivan to India in June 2023 and the visit of NSA Ajit Doval to US in January 2023. During the consultations, the two Deputy NSAs reviewed key bilateral issues and exchanged views on regional and global developments.
 
The two Deputy NSAs undertook the first comprehensive mid-term review of the India-US Initiative on Critical and Emerging Technologies (iCET) after the first meeting led by the respective NSAs in January 2023 in Washington DC, the MEA said.
 
According to the MEA, they took stock of progress made in building technology value chains under the framework of iCET. They expressed satisfaction with ongoing collaborations in diverse domains including semiconductors, quantum, Artificial Intelligence (Al) and High-Performance Computing (HPC), defence innovation, space, and advanced telecommunications through interactions between the respective governments, industry, academia and other stakeholders.
 
Prime Minister Narendra Modi and President Joe Biden launched iCET in May 2022 to facilitate outcome-oriented cooperation in new and emerging technologies. iCET is co-led by the NSCS in India and the US National Security Council (NSC).
 
During their meeting in New Delhi, the two Deputy NSAs also reiterated their commitment to fulfilling the vision of Prime Minister Modi and President Biden for elevating the bilateral strategic partnership and agreed to broaden the scope of iCET to biotechnology, critical minerals and rare earths processing technologies, digital connectivity and digital public infrastructure, and advanced materials, the MEA said. 
 
"They also affirmed the importance of easing regulations to facilitate high-tech collaborations, and transfer of technology. Their discussions served to highlight the immense potential to tap synergies between their domestic initiatives and boost the competitiveness of industry in both countries," the MEA noted.
 
While in New Delhi, PDNSA Finer will meet Foreign Secretary Vinay Kwatra and also participate in the Global Technology Summit.
