Mamata Banerjee expresses concerns over irregularities in electoral roll revision, urging immediate action from the Election Commission.

Mamata Banerjee, the Chief Minister of West Bengal, has raised significant concerns regarding the ongoing Special Intensive Revision (SIR) of electoral rolls in the state. In a letter addressed to Chief Election Commissioner Gyanesh Kumar, she highlighted what she described as procedural irregularities, administrative lapses, and the potential disenfranchisement of eligible voters. Banerjee's letter, dated Sunday, articulates her apprehensions about the current conduct of the electoral roll revision, which she believes is plagued by 'undue haste' and a lack of proper planning.

The Chief Minister has accused the Election Commission of India (ECI) of issuing critical instructions primarily through informal communication channels such as WhatsApp, rather than through formal notifications, which she deems necessary for such a significant constitutional exercise. Banerjee stated, 'Shockingly, critical instructions are being issued almost on a daily basis, frequently through informal channels… No proper written notifications… are being issued.' She called for immediate corrective measures, warning that the current approach could lead to severe consequences for the integrity of the electoral process.

In her correspondence, Banerjee described the SIR as 'unplanned, arbitrary and adhoc,' stressing that the lack of adequate preparation and training of officials involved has resulted in serious operational flaws. She stated, 'There has been no proper or uniform training of officials entrusted with this sensitive constitutional responsibility.' The Chief Minister expressed fears that these issues could lead to the disenfranchisement of a large number of voters, which she labelled a 'direct assault on the foundational principles of democratic governance.'

The ongoing revision process, which is part of a broader initiative taking place across twelve states and Union Territories in India, has been met with significant criticism from the Trinamool Congress, the ruling party in West Bengal. Banerjee has previously raised similar concerns in letters sent in November and December, emphasising the chaotic and dangerous nature of the current SIR implementation. She pointed out that the process has been hampered by inadequate training, confusion over mandatory documentation, and the challenges faced by booth-level officers, who are often working beyond their capacity.

Banerjee's concerns come in the wake of reports detailing difficulties faced by booth-level officers in managing the electoral roll revision, including server failures and data mismatches. She indicated that these issues have made it increasingly difficult for accurate voter data to be compiled and submitted by the established deadlines.

As of now, the Election Commission has not publicly responded to Banerjee's letter. The Chief Minister has made it clear that unless substantial changes are made, she believes the SIR process should be halted to avoid irreparable damage to the electoral integrity in West Bengal.

The political landscape in West Bengal has been contentious, with ongoing tensions between the state government and the Election Commission, particularly in the lead-up to upcoming elections. Banerjee's latest actions highlight the increasing scrutiny on the electoral process as well as the need for transparency and accountability in the conduct of elections in India.
