West Bengal's Chief Electoral Officer seeks guidance on re-registering voters embroiled in tribunal appeals as Election Commission prepares special initiative.

The Chief Electoral Officer (CEO) for West Bengal has reached out to the Election Commission of India (ECI) for clarification regarding the re-enrolment of voters whose cases are currently pending in the state's appellate tribunals. This inquiry comes against the backdrop of ongoing concerns regarding alleged mass disenfranchisement during the recent electoral revision process.

During a meeting on October 6, the ECI urged CEOs across 20 states and Union territories to expedite a special drive aimed at identifying and enrolling voters who were omitted during the Special Intensive Revision (SIR) process. The ECI instructed these officials to hold camps and organise door-to-door visits led by booth-level officers (BLOs) as part of the initiative.

The West Bengal CEO raised a specific question about whether the 38 lakh (3.8 million) voters whose appeals are unresolved in tribunals could be included in this re-enrolment drive. According to a report from The Hindu, an ECI official indicated that the issue would be discussed at a later date, leaving the West Bengal CEO without a definitive answer.

Earlier this month, the ECI had announced a one-month window for enrolling eligible voters who had been left off the lists. This directive came after significant criticism over the SIR process, which had allegedly resulted in the wrongful removal of many voters under the Additional Special Deletion Drive (ASDD) categories. Reports suggest that during the initial draft roll, over 58.2 lakh (5.82 million) names were deleted, with the total deletions climbing close to 91 lakh (9.1 million) by the end of the revision.

In response to these developments, the West Bengal CEO had previously informed certain categories of deleted voters that they could apply for re-inclusion using Form 6. This notification stated, “Any person in this list may submit Form 6 online or through BLO for inclusion of his/her name in the electoral roll.”

Concerns surrounding the tribunal appeals process have also been highlighted, with only 1.26 lakh (126,000) of the total 38.31 lakh appeals being resolved so far. Critically, at least three retired judges of the tribunals established by the ECI in March have resigned, citing various operational issues, which leaves 16 of the 19 tribunals still active.

The scrutiny of the SIR and its implications for the electorate continues, as civic organisations and opposition parties maintain that many eligible voters have been unfairly disenfranchised. The resolution of these outstanding issues may play a vital role in restoring confidence in the electoral process in West Bengal.
