The Uttar Pradesh government conducted a significant reshuffle of 40 Indian Administrative Service (IAS) officers on April 19, 2026. Among those transferred is Manish Bansal, who has been appointed as the District Magistrate of Agra, replacing Arvind Mallappa Bangari. This reshuffle also saw the transfer of District Magistrates (DMs) in 15 districts within the state.

Manish Bansal, previously serving as the District Magistrate of Saharanpur, was born in Punjab on January 14, 1990. He is a 2014-batch IAS officer of the Uttar Pradesh cadre. Bansal comes from a family with notable government credentials; his wife, Medha Roopam, serves as the first woman DM of Noida (Gautam Buddh Nagar), and his father-in-law, Gyanesh Kumar, holds the position of Chief Election Commissioner.

Bansal has an impressive academic record, having completed his Bachelor of Technology and Master of Technology in Electrical Engineering from the Indian Institute of Technology (IIT) in Delhi. He achieved an All India Rank of 53 in the 2013 UPSC Civil Services Examination. His previous administrative roles include significant positions in Bareilly, Meerut, Unnao, and Lucknow, where he has focused on enhancing digital governance and development initiatives.

Medha Roopam, his wife, is an Economics (Honours) graduate from St Stephen's College, Delhi University, and is known for her accomplishments in national-level rifle shooting. The couple met during their training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie. Their friendship blossomed during their time at the academy, leading to their marriage shortly after their training, though the exact date remains unspecified.

The couple now has two daughters. The recent transfer means that the family will have to navigate new geographical distances between them and their respective postings. This appointment of IAS officers highlights ongoing changes within the Uttar Pradesh administration under Chief Minister Yogi Adityanath's leadership, reflecting an effort to optimally utilse resources across the state.
