US Secretary of State's Visit to Jamnagar Highlights Energy Focus
Marco Rubio's visit to India underscores the US's energy strategy and trade relations amidst rising global tensions.

US Secretary of State Marco Rubio's recent visit to India included a noteworthy stop in Jamnagar, a city that is not traditionally frequented by foreign dignitaries. His itinerary, which notably excluded the Indian capital, New Delhi, raises questions regarding the motivations behind the visit. Experts suggest that the focus may primarily relate to energy considerations and domestic pressures from the Trump administration. Rubio arrived in India on Tuesday, first landing in Mumbai, where he engaged with Indian Foreign Minister S. Jaishankar and key business leaders. The highlight of his trip was the visit to the Jamnagar oil refinery, owned by Indian billionaire Mukesh Ambani. This refinery stands as one of the largest and most advanced in the world, capable of processing approximately 1.4 million barrels of crude oil daily, thereby constituting about 1.5% of global refining capacity. The timing of this visit aligns with rising concerns regarding global energy supplies, especially in light of tensions in the Middle East and upcoming US midterm elections in November. The Trump administration is under increasing pressure to manage domestic fuel prices, making India’s refining capabilities especially attractive as a potential solution. The visit was framed by the US State Department as a means to enhance energy cooperation and promote commercial investment between the two nations. However, analysts underscore the strategic choice of avoiding New Delhi amid existing tensions in diplomatic relations. Michael Kugelman, a senior fellow at the Atlantic Council, noted that New Delhi represents a site of significant trust deficit, with various decisions from the Trump administration causing discontent among Indian officials. In contrast, former Indian ambassador to the US Meera Shankar suggested that the focus on Jamnagar indicates a concentrated effort on energy issues rather than a snub of the capital. During his meeting with Foreign Minister Jaishankar at the Taj Hotel in Mumbai, discussions spanned trade, investment, energy security, and defence cooperation. Both parties expressed optimism regarding ongoing trade negotiations, which have seen little progress over the past 20 months. Following these discussions, Rubio's visit to Jamnagar, the home of the Ambani refinery, underscored the US’s intent to solidify partnerships in energy production. This visit came amidst negotiations to encourage greater US and Venezuelan oil imports to India, while concurrently addressing concerns related to India's significant purchases of Russian crude. Indeed, during his visit, Rubio characterised India as a 'refining superpower' and advocated for Reliance to process increased volumes of Venezuelan oil, which previously had been curtailed due to US sanctions. After sanctions were eased following a recent US intervention in Venezuela, Reliance re-established itself as a prominent trader of Venezuelan crude. According to the Centre for Research on Energy and Clean Air, since the invasion of Ukraine in 2022, India has accounted for 37% of Russian crude oil exports. The ongoing purchases of Russian oil by India remain a point of contention in US-India relations, especially after tariffs were imposed by the Trump administration on Indian goods in 2026 in response to these transactions. The US's recent lifting of certain sanctions on Russian diesel adds further complexity. In light of these developments, experts contend that Rubio’s visit may serve multiple strategic objectives for the US, including reducing India's reliance on Russian energy, bolstering imports of Venezuelan and US oil, and facilitating an eventual trade agreement centred around energy cooperation. Ultimately, the implications of Rubio’s visit extend beyond immediate energy concerns, potentially redefining bilateral relationships within the broader context of global energy markets.
