The Reserve Bank of India postpones Phase 2 of its cheque clearance initiative, originally set to begin on January 3, 2026.

The Reserve Bank of India (RBI) has announced a delay in the implementation of Phase 2 of its faster cheque clearance system, which was scheduled to commence on January 3, 2026. This decision marks a departure from the initial timeline set for the rollout of the upgraded system.

In a circular released on December 24, 2025, the central bank stated that the postponement of Phase 2 is effective until further notice. The RBI indicated that the additional time is intended to allow banks to enhance their internal processes, ensuring a smoother transition to the new system. Meanwhile, Phase 1 of the cheque clearance initiative, which was launched earlier this year, will continue to function without interruption.

Additionally, the RBI has revised the working hours for cheque processing. The new schedule stipulates that the cheque presentation window will now be open from 9 am to 3 pm, while banks will have the ability to confirm or reject cheques from 9 am to 7 pm. These modifications are designed to improve operational efficiency within the cheque clearance framework.

The Continuous Clearing and Settlement (CCS) system was originally introduced as part of the Cheque Truncation System (CTS) to enhance the speed and simplicity of cheque clearing. This system eliminates the traditional batch processing method and relies on digital images and electronic data for cheque clearance. Under this framework, banks are able to scan cheques upon receipt and send their images along with Magnetic Ink Character Recognition (MICR) data to the clearing house, rather than waiting for fixed clearing batches.

Phase 2 was anticipated to further accelerate cheque clearance by mandating that banks either approve or reject deposited cheques within a three-hour window after receiving their images. If a bank did not respond within this timeframe, the cheque would have been automatically approved and settled, significantly expediting the process and allowing customers quicker access to their funds.

However, with the postponement of Phase 2, the anticipated rapid processing times will be delayed. Cheque clearing will continue under the existing Phase 1 framework, which does not impose a strict three-hour deadline for processing approvals or rejections. The RBI has stated that it will announce a revised date for the implementation of Phase 2 in due course, leaving questions about the duration of the delay.

The RBI's decision has drawn attention from various stakeholders, including banks and customers, who were looking forward to the enhanced efficiency promised by the new system. As the financial landscape evolves, the central bank aims to ensure that any changes it implements are beneficial and practical for all parties involved.
