Joint Parliamentary Committee chairman P.P. Choudhary discusses the need for political agreement on mid-term poll definitions under India's 'One Nation, One Election' plan.

P.P. Choudhary, chairman of the Joint Parliamentary Committee on simultaneous elections, emphasised the necessity for a political consensus regarding the definition of the 'remainder of the term' for Lok Sabha and State Assemblies during a press conference on 16 May 2026. Choudhary noted that if the government loses its majority, mid-term elections could be held to cover any remaining duration, but highlighted that the situation would require discussions with political parties. "The decision to have a cut-off time to determine the remainder of the term will have to be a political decision in consultation with parties," he stated.

The committee, formed to review the Constitution (129th Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, is currently evaluating the 'One Nation, One Election' proposal. Choudhary mentioned the potential necessity to amend anti-defection laws and suggested that President's Rule might be applicable for the remaining term under certain circumstances.

When addressing concerns regarding a fractured mandate that hinders the formation of a government, he assured that mechanisms are in place to navigate such scenarios. Choudhary cited previous provisions in the Constitution's 93rd amendment concerning local bodies, questioning why similar considerations should not apply to State Assemblies and Parliament.

He further pointed out the historical context of simultaneous elections in India, noting that they occurred between 1952 and 1967. Choudhary cited logistical challenges associated with staggered elections, stating, "Elections conducted separately for five to six Assemblies every year affect governance and service delivery."

In response to queries about the implications of a 'One Nation, One Party' system, he dismissed the notion, reiterating that such a framework was not being proposed by Prime Minister Narendra Modi. Choudhary referenced previous recommendations regarding concurrent elections by various governing bodies, including the Law Commission of India and the Parliamentary Standing Committee. He concluded by asserting that public policy should align with the will of the people, irrespective of differing political party stances.

The Joint Parliamentary Committee has been actively engaging with stakeholders in its review, which includes consultations throughout the country. The overall aim of synchronising elections across federal and state levels is centred on enhancing governance efficiency and effectiveness.
