Ajit Doval hosts Khalilur Rahman in New Delhi, aiming to strengthen India-Bangladesh relations amid changing political landscapes.

India’s National Security Adviser, Ajit Doval, held a dinner for Khalilur Rahman, Bangladesh’s Foreign Minister, shortly after Rahman’s arrival in New Delhi on Tuesday evening. This meeting is seen as an effort by the newly elected government of Prime Minister Tarique Rahman to establish stronger ties with India, pivoting towards mutual trust and collaboration. Khalilur Rahman, previously a veteran United Nations diplomat and National Security Adviser during an interim government, marks the first ministerial visit from Bangladesh since the Bangladesh Nationalist Party (BNP) won the general elections in February.

Rahman's delegation includes Humayun Kabir, a key adviser to the Prime Minister and a prominent member of Rahman’s inner circle. Doval has played a significant role in enhancing India-Bangladesh relations over the past few years, with this dinner aimed at continuing the normalization of ties following previous tensions during the caretaker administration. The duration of the meeting was approximated at one hour, although no official details were disclosed.

The Foreign Ministry from Bangladesh stated that during his talks, Rahman would focus on maintaining stability and development in bilateral relations built on dignity and respect, alongside shared interests. There is hope that Rahman’s visit will lay a strong foundation for elevating future cooperation.

Rahman is scheduled to engage in further discussions with Indian government officials, including Union External Affairs Minister S. Jaishankar, as well as addressing key matters with Commerce Minister Piyush Goyal and Petroleum Minister Hardeep Puri on Wednesday. Notably, the discussions with Puri are crucial, especially given Bangladesh's request for additional fuel supplies amid an energy crisis exacerbated by recent conflicts in West Asia.

Significant agenda items include mitigating visa restrictions for Bangladeshi tourists and businesspeople, the restoration of access to Indian ports for Bangladeshi goods, and the renewal of the Ganga Waters Treaty, which is set to expire in December. Another critical topic involves the conduct of Indian border guards, with Bangladeshi officials urging for measures that prioritise apprehension over lethal force against individuals crossing the border.

In prior interactions, Indian High Commissioner Pranay Verma met with Prime Minister Rahman in Dhaka on Monday, discussing ways to enhance bilateral cooperation in line with national interests. Verma expressed India’s commitment to fostering a collaborative approach that benefits both nations.

This new diplomatic engagement aligns with India’s outreach towards the BNP leadership in recent months, including external affairs minister Jaishankar’s attendance at the funeral of former Prime Minister Khaleda Zia and other gestures of goodwill. Khalilur Rahman highlighted the necessity for a ‘new relationship’ that departs from the previous administration led by Sheikh Hasina. He emphasised the need for open dialogue and engagement between the populations of both nations, a sentiment echoed in his call for a clean break from earlier practices.

He commented, “There should be open engagement and dialogue between us…so that some of the challenging issues, we may be able to resolve.” Rahman’s observations refer to the historical dynamics of the Indo-Bangladeshi relationship, advocating for a relationship that prioritises people-to-people interactions without the overshadowing influence of individual political leaders. This visit signals a critical juncture in Indo-Bangladeshi relations, with prospects for enhanced cooperation and understanding on the horizon.
