Macron and Xi Discuss Ukraine Conflict and Trade Relations

French President Emmanuel Macron met with Chinese President Xi Jinping in Beijing on Thursday, marking a significant diplomatic engagement focused on the ongoing conflict in Ukraine and the enhancement of bilateral trade relations. This visit is part of Macron's broader effort to recalibrate France's ties with China, the world's second-largest economy.

In a pre-meeting statement on social media platform X, Macron expressed his intention to discuss critical issues, stating that the talks would emphasise 'peace and economic rebalancing, which the world so desperately needs.' During the meeting, Xi reaffirmed China's commitment to strengthening the comprehensive strategic partnership with France, aiming for a more stable collaboration between the two nations.

Macron acknowledged that while differences exist, it is the responsibility of both leaders to work towards overcoming these for the greater good. He remarked, 'Sometimes there are differences, but it is our responsibility to overcome them for the greater good.'

Addressing the Ukraine Crisis

Throughout his three-day state visit, Macron is expected to advocate for China to leverage its influence over Russia to facilitate a ceasefire in Ukraine. He highlighted that China possesses a 'decisive capacity' to impact negotiations relating to the ceasefire. This visit follows Macron's recent discussions with Ukrainian President Volodymyr Zelenskyy in Paris, where European leaders deliberated on conditions necessary for a potential ceasefire as the conflict approaches its fourth anniversary.

Despite calls for peace negotiations, China has refrained from condemning Russia's 2022 military action in Ukraine, maintaining a position of neutrality while advocating for dialogue and respect for territorial integrity.

Trade Discussions and Economic Relations

In addition to discussions surrounding the Ukraine crisis, Macron's agenda includes addressing trade relations between France and China. The European Union recorded a significant trade deficit of €306.2 billion (approximately $348 billion) with China in the previous year, with France accounting for a substantial portion of this deficit, as it makes up 46% of France's total trade deficit with the EU.

Macron has previously urged the European Union to lessen its reliance on China, advocating for a 'European preference' in technological sectors. His current objectives involve securing greater market access for French businesses and enhancing investments from Chinese companies. His office stated that Macron is committed to advocating for 'fair and reciprocal market access' in future discussions.

Bilateral agreements covering sectors such as energy, food, and aviation are anticipated to be signed by officials from both countries during this visit.

Enhancing Cultural and Economic Cooperation

During their press briefing, Xi and Macron reiterated the importance of enhancing political mutual trust and expanding cooperation in various sectors. Xi expressed a desire to elevate the China-France relationship amidst global challenges, stating that both nations should champion multilateralism and engage in open dialogue.

The leaders agreed to consolidate existing collaborations in traditional sectors like aviation and nuclear energy while also expanding into emerging fields such as the green economy, digital technologies, and biopharmaceuticals. They highlighted the need for a fair and transparent business environment to foster bilateral investments.

Moreover, Xi noted the significance of cultural exchanges, building on the success of last year's China-France Year of Culture and Tourism. The two leaders pledged to deepen cooperation in education, science, and technology, and to promote cultural understanding at various levels.

Global Governance and Future Collaboration

Both leaders also discussed the reform of global governance, committing to work together to uphold a just international order rooted in law. They expressed their shared commitment to addressing global challenges, including the humanitarian crisis in Gaza, with Xi announcing a $100 million aid package for Palestine to assist in recovery efforts.

As China continues to promote opening its economy wider, Xi signalled intentions to foster deeper cooperation with France, aiming for a mutually beneficial partnership that addresses both nations' core interests. The discussions between Macron and Xi underscore the strategic importance of Franco-Chinese relations in navigating complex global dynamics.
