Indian Government Extends ALMM 2 Deadline for Solar Projects

In a notable development, the Indian government has responded to appeals from the solar industry by extending the ALMM 2 deadline. This deadline was initially set for June 1, mandating the use of domestically produced solar cells for all projects. However, domestic manufacturing capabilities have not kept pace, particularly for advanced technologies such as Tunnel Oxide Passivated Contact (TOPCon) cells. The new notification allows exemptions for all net metering and open access projects that are commissioned by December 31, 2026.

This decision provides crucial relief to companies facing challenges with unsold inventories since the previous deadline, opening up a potential market estimated between 10 and 12 gigawatts during the extended period. It also serves to alleviates some concerns among manufacturers, who previously advocated for the June mandate.

The Ministry of New and Renewable Energy (MNRE) clarified that while this extension applies to certain projects, it does not extend to large utility-scale solar installations. Officials hope this clarification will conclude ongoing legal disputes from industry players, including one presented in the Karnataka High Court.

While this reprieve has been welcomed by solar manufacturers, it is viewed as a temporary measure rather than a long-term solution. By December, manufacturing capacity for solar cells is expected to meet market demand. Firms such as Waaree Energies, Emmvee, Websol, ReNew Photovoltaics, and Adani Solar may experience tighter margins due to this extension, which could affect their financial projections.

For companies still developing their own manufacturing capabilities, this extension poses a critical opportunity to reassess their long-term strategies in the solar sector. As the industry approaches ALMM List 3, which will require domestic production of ingots and wafers by June 2028, firms must weigh the necessary capital investments against their appetite for growth. Industry consolidation appears increasingly likely as participants navigate these evolving regulatory requirements.
