India's New UPI Surcharge Sparks Concern Among Merchants
The Indian government has introduced a 0.4% surcharge on Unified Payments Interface (UPI) transactions exceeding ₹2,000, ending six years of zero-fee usage. This policy change has caused immediate concerns among local business owners about the potential impact on consumer behaviour and inflation. The UPI, which facilitates payment for over 500 million users in India, allows for a range of transactions from everyday shopping to larger purchases.
In response to growing public confusion regarding fees applicable to common consumer transactions, government officials have confirmed that standard consumer use of UPI will remain free. Customers can continue to make payments for daily expenses without incurring charges. Furthermore, peer-to-peer transactions, where money is transferred between individuals, will also remain fee-free, alleviating some concerns regarding direct transfers.
Officials stated that citizens can make unlimited UPI transactions without fees, including sending money to family members or splitting bills among friends. The move aims to maintain UPI's accessibility for all citizens.
Amid the ongoing discussions, there are signals of a potential delay in implementing the new surcharge for larger transactions. According to regulatory and industry sources, this postponement would allow financial technology companies to adjust their systems without immediately passing costs onto consumers, especially during the forthcoming busy holiday season. The original implementation date of October 15 coincided with a peak period for retail spending, particularly during major festivals across the country.
Major payment platforms, including Walmart-backed PhonePe and Alphabet’s Google Pay, dominate the UPI landscape, accounting for approximately 80% of transaction volumes. The National Payments Corporation of India, the regulatory body overseeing UPI, is expected to issue formal guidance shortly regarding the implementation of the fee. As merchants brace for the upcoming changes and consumers remain hopeful for clarity, the interactions among stakeholders will continue to shape the future of digital payments in India.
