A panel reveals that despite no conflict, true security is lacking in Afghanistan, highlighting women's rights repression and civil society's challenges.

The situation in Afghanistan remains precarious five years after the Taliban regained control, despite the absence of active warfare. This was the focus of a recent panel hosted by Radio Free Europe/Radio Liberty (RFE/RL), which featured several experts, including RFE/RL Vice President Lisa Curtis, former U.S. National Security Adviser General H.R. McMaster, ex-Afghan Ambassador to Norway Shukria Barakzai, and regional expert Ahmad Khalid Majidyar.

Panel members discussed the implications of the Taliban's governance, noting that security cannot solely be defined by a lack of conflict. Shukria Barakzai emphasised, "Security is more than absence of war," highlighting the significant restrictions faced by women and marginalised groups. She critiqued the Taliban’s claims of bringing stability to a nation still reeling from decades of strife.

Since the takeover in August 2021, the regime has severely limited women's rights, restricting their access to education and public roles. Many women have been completely sidelined from public life, with reports indicating that no female students have graduated from university since a ban on female education beyond sixth grade was imposed. The Taliban has also enacted a controversial law permitting the marriage of girls as young as nine.

General H.R. McMaster pointed out the need for international pressure on the Taliban, characterising the group as a "transnational terrorist organization" with ties to Al-Qaeda and Pakistan’s military intelligence agency. He advocated for efforts to undermine the security apparatus that suppresses individual freedoms in Afghanistan.

Furthermore, RFE/RL’s Lisa Curtis noted that political inclusion is critical for the long-term stability of Afghanistan. On the current state of opposition, she remarked that those who dissent from the Taliban's rule are often at risk of imprisonment or physical harm. She expressed concerns that the United States and its allies are increasingly aware of the Taliban's harsh policies, particularly regarding women and civil liberties.

The Taliban has centralised governance, eliminating many democratic institutions and concentrating authority around its leader, Mullah Haibatullah Akhundzada, who continues to issue directives that disproportionately affect women. Analysts suggest that the Taliban's outreach attempts to the international community may be motivated by a desire for foreign aid and economic stabilisation, even as domestic governance weaknesses persist.

Amid these struggles, concerns are mounting over the potential resurgence of significant instability in Afghanistan. The panel highlighted the urgent need for international engagement to hold the Taliban accountable, particularly in its treatment of women and suppression of civil society. The narrative of security in Afghanistan, as articulated by the panel, is one deeply intertwined with social freedoms and human rights, posing challenges that extend far beyond mere conflict cessation.
