The EU proposes its 21st sanctions package against Russia, targeting Indian entities, as part of wider efforts to curb the war economy.

On 9 June 2026, the European Commission announced details of its proposed 21st sanctions package against Russia, which includes several Indian entities. This package must receive approval from EU member states before it can be enacted. The sanctions aim to impact various sectors, specifically targeting energy, financial services, cryptocurrency, and trade, particularly in fisheries.

European Commission President Ursula von der Leyen outlined the measures, stating that the sanctions also include restrictions on the entry of former Russian combatants into the European Union. Kaja Kallas, the EU's chief diplomat, emphasised the objective of the sanctions, stating in a message on social media that they are aimed at 'collapsing the foundations of Russia’s war economy.'

The sanctions encompass over 30 new listings, focusing on drone manufacturing and introducing export controls on 50 companies. These also include entities from countries such as China, Türkiye, Kyrgyzstan, Kazakhstan, the United Arab Emirates, and India. Previously sanctioned Indian entities are not new to EU lists, as their inclusion reflects ongoing geopolitical tensions.

The recent sanctions will add 30 vessels to the existing 632 ships part of what is referred to as the 'shadow fleet'—these ships transport Russian oil and petroleum products while circumventing existing Western sanctions. Furthermore, the package proposes extended restrictions affecting 31 additional Russian banks, 20 banking entities involved with cryptocurrency, and oil traders in third-party countries.

Additionally, the newly proposed restrictions will prohibit the export of equipment used in support of drone development, as well as various metals and alloys vital for defence and aerospace applications. These ongoing sanctions illustrate the EU's commitment to responding to the conflict instigated by Russia's actions in Ukraine.

The timing of this sanctions package coincides with a period in which Brussels and New Delhi are advancing a trade agreement initiated earlier in February. This creates an intricate dynamic, as India strives to navigate its relationships amid intensifying global sanctions against Russia.

In concluding her remarks, Kaja Kallas reiterated the EU's resolve in its sanctions approach, emphasising the need for both strategic patience and continued pressure on Russia. The enforcement of this comprehensive sanctions package signals the EU’s ongoing commitment to holding accountable those believed to be supporting the conflict in Ukraine.
