Drought Impacts Maize Supply, Creating Tensions Among Industries
Maize shortages due to drought have intensified competition among poultry, ethanol, and starch sectors in India, prompting calls for government intervention.

Drought conditions across India have led to substantial reductions in maize supply, driving competition among various industries reliant on the grain. Poultry producers, starch manufacturers, and ethanol plants are now in a struggle for access to limited maize resources, significantly heightening tensions as prices surge.

The poultry industry has raised alarms over potential feed shortages, a situation aggravated by the increasing costs of maize. Industry associations have been vocal in their requests to the government for prioritising maize for food production rather than fuel purposes. This move is seen as essential to safeguard food security amid the ongoing competition for the diminishing maize supply.

According to reports, the situation has been intensified by a recent price correction by the Indian government regarding maize-based ethanol. Grain-based distilleries have expressed discontent over a Rs 3 per litre reduction in the purchase price for ethanol derived from maize feedstock. While stakeholders in the sugar industry have welcomed the government's decision, there are concerns of preferential treatment for dedicated ethanol plants which could further side-line other industries.

For the first time since the introduction of the ethanol blending programme, oil marketing companies have cut the procurement price for maize-based ethanol. Earlier, during the last ethanol supply year, procurement prices for maize ethanol were initially low but were later increased before this recent reduction. Industry stakeholders argue that the government's pricing strategy must reflect the changing conditions in the maize market.

"A balanced ethanol policy must support viable production from both maize and rice, with procurement prices reflecting their different cost structures," stated CK Jain, President of the Grain Ethanol Manufacturers Association. He emphasised the importance of ensuring that cutting incentives for maize does not harm production economics or market stability.

The Indian government's pricing adjustments have led to renewed discussions over the future of maize supply, the need for a coherent ethanol policy, and the implications for different agricultural sectors. With the threat of continued drought conditions, stakeholders are wary of how government decisions will affect both their operational viability and the broader food security landscape in India.

As industries vie for limited maize resources, the situation underscores the urgent need for strategies that balance competing demands while ensuring stable prices for essential food production.
