Delhi Police Arrest Eight Linked to Planned Attacks in Major Cities
On 30 May 2026, the Delhi Police's Special Cell apprehended eight individuals suspected to be affiliated with a network connected to Pakistan’s Inter-Services Intelligence (ISI) and the criminal underworld of Mumbai. Authorities indicated that this group's intent was to execute attacks on key locations in both Delhi and Mumbai.
Anil Shukla, Commissioner of Police for the Special Cell, stated, "Major attacks have been averted with the arrests of these individuals." He shared that investigative efforts had unearthed crucial evidence, including images, videos, and specific coordinates for targeted government and civilian establishments.
The arrested suspects are linked to Munna Jhingada, an affiliate of notorious gangster Dawood Ibrahim, and Shahzad Bhatti, a gangster operating from Pakistan. Reports indicate that Jhingada was previously imprisoned for 17 years in Bangkok for a failed assassination attempt before being extradited back to Pakistan, whereas Bhatti has been active from Pakistan for the last five years.
The module's exposure occurred earlier this month after the apprehension of two individuals, identified as Vijay and Nitish Paswan, in Pune and Sahibganj, Jharkhand, respectively. Their interrogations revealed ties to Bhatti’s operations based in Pakistan and Dubai. Shukla explained that Vijay had been tasked with executing criminal activities nationwide, specifically targeting the national capital region of Delhi.
Subsequent investigations and surveillance led to the arrest of two additional suspects, Taoqeer Rizwan and Arbaz Khan, from Mumbai on 27 May. They were alleged to be in communication with ISI handlers and Jhingada. Their recruitment was reportedly facilitated by a third individual, Huzaifa, who remains at large.
The police noted that through social media scrutiny, officers discovered communication with the handlers via platforms such as Instagram and WhatsApp. The suspects had established a team for potential strikes in Delhi, Mumbai, Punjab, and Chandigarh.
On the morning of the arrests, police intercepted three suspects—Manjeet Singh, Gagandeep Singh, and Harvinder Singh—on the Mehrauli-Badarpur road in Delhi at 1 a.m. Authorities recovered four hand grenades, two Glock pistols, and 25 rounds of live ammunition, alongside additional incriminating materials detailing planned locations for the attacks.
Further interrogations indicated that the suspects had connections to a 66-year-old Nepali citizen, Ang Kami Lama, who previously met Jhingada during their time in a Bangkok prison for drug-related offences. The police suspect that Lama had been dispatched to India to assist with logistical support and financial management for the planned attacks.
The investigation has revealed that weapons potentially used in these plots might have been supplied via drones. Ongoing inquiries are focused on identifying other Nepali nationals and networks in connection with this case.
