Agnipath Scheme Overhaul: Extension for Defence Troops Approved
Indian government extends Agnipath Scheme, allowing troops longer service and a pathway to permanent enlistment.

The Indian Union Cabinet has approved significant modifications to the Agnipath scheme, which allows for a short-term recruitment process in the armed forces. This revision was announced four years after the scheme's introduction, amid ongoing debates regarding its effectiveness and implications.

The revised structure now allows approximately 75 per cent of Agniveers, the term used for soldiers recruited under this scheme, an additional two years of service. Originally, these recruits were scheduled to transition out of the military after four years. With this new approval, they can extend their service, post which they will be eligible for permanent positions in the Army, Navy, and Air Force if they meet the required criteria.

Chief of Defence Staff General N S Raja Subramani explained that while 75 per cent of Agniveers will receive an extra two years of service, the remaining 25 per cent will be selected as permanent soldiers after four years based on superior performance. This change aims to provide the Agniveers with more opportunities to demonstrate their capabilities.

Defence Minister Rajnath Singh highlighted that the second engagement period not only allows those who have not been selected after their initial term to serve longer but also positions them as juniors to the first group of 25 per cent who will become permanent soldiers.

Approximately 24,400 Agniveers joined the forces in 2022, with a significant portion expected to leave within the upcoming months. The additional two-year extension offers these recruits a further chance to solidify their roles within the military.

Remuneration for the Agniveers has also been updated; during their extended service, they will earn Rs 43,500 per month in the fifth year, increasing to Rs 47,500 in the sixth year. The exit package, initially set at Rs 11.7 lakh, has been modified as well. Under the revised plan, for every amount the Agniveers contribute, the government will match 70 per cent of it.

This decision follows intense scrutiny from opposition parties, including the Congress, regarding the fate of those who would not be retained in military service after their initial four years. Despite criticism, Prime Minister Narendra Modi has staunchly defended the Agnipath scheme, asserting that there will be no reversal of its provisions.

The introduction of the Agnipath scheme faced considerable public and political backlash when it was first announced, as it signalled a shift from long-term military careers to contractual service. Many viewed the certainty of a career in the armed forces as vital to the social standing of families across India, especially in states with high recruitment rates.

The criteria for recruitment remain unchanged, focusing on applicants aged between 17 and a half and 21 years. Moving forward, General Raja Subramani indicated that no reservation would be needed for Ex-Agniveers in police and paramilitary roles, given that the defence forces already provide ample employment opportunities.

With approximately 300,000 Agniveers currently serving, this overhaul of the Agnipath scheme appears aimed at addressing concerns related to youth discontent and recruitment challenges, particularly in light of upcoming assembly elections in states like Punjab, Uttarakhand, and Uttar Pradesh, which traditionally produce high numbers of military recruits.
