Policy planners from Brazil, Russia, India, China and South Africa came together for the 10th BRICS Policy Planning Dialogue for discussions on a wide range of global geopolitical issues as well as regional developments.
The dialogue, held on March 24-25, 2025 in Brasilia, Brazil, provided an opportunity to deliberate on the institutional development of BRICS, reflecting the bloc’s recent expansion.
According to the Ministry of External Affairs (MEA), key development priorities were also discussed. These included global health cooperation, the evolving international trade and financial scenario, climate action, artificial intelligence governance, and reforms of multilateral peace and security frameworks.
The Indian delegation was led by Raghuram S, Joint Secretary (Policy Planning & Research), MEA.

The 16th BRICS Summit was held from October 22-24, 2024 in Kazan, Russia, with member states reaffirming their commitment to strengthening multilateralism and ensuring just global development and security.
The summit was attended by leaders from Brazil, Russia, India, China, and South Africa — as well as new members from Algeria, Egypt, Iran, Saudi Arabia, and the UAE.
One of the key concerns highlighted in the Kazan declaration was the rising number of violent conflicts across the globe, which have significant regional and international implications.
The summit saw a reaffirmation of the grouping’s strategic importance in addressing global challenges and strengthening cooperation among the Global South.
BRICS is looked upon as an important grouping bringing together the major emerging economies from the world, comprising over 40% of the world population, having 24% of the world GDP and over 16% share in the world trade. BRICS countries have been the main engines of global economic growth over the years.
The leaders of Brazil, Russia, India, and China met for the first time in St. Petersburg, Russia, on the margins of the G8 Outreach Summit in July 2006. In September 2006, the group was formalised as BRIC during the 1st BRIC Foreign Ministers’ Meeting, which met on the sidelines of the General Debate of the UN Assembly in New York City.
The 1st BRIC summit was held in Yekaterinburg, Russia on June 16, 2009.
The BRIC group was renamed as BRICS (Brazil, Russia, India, China, South Africa) after South Africa was accepted as a full member at the BRIC Foreign Ministers’ meeting in New York in September 2010. South Africa attended the 3rd BRICS Summit in Sanya, China on April 14, 2011.
