Ukraine's Zelensky Discusses War Strategy with US Officials
Ukrainian President Volodymyr Zelenskyy engages US officials on war funding and recovery plans ahead of upcoming trilateral talks with Russia.

Ukrainian President Volodymyr Zelenskyy met with officials from the United States in Brussels to discuss the nation's economic recovery and the financial requirements for its ongoing war effort. This meeting occurred shortly after the Republican Party of former President Donald Trump experienced significant losses in the midterm elections.

The discussions have set the stage for two days of US-led talks with Russia in Abu Dhabi, scheduled to begin on November 10. Zelenskyy revealed that he had a detailed conversation with White House representatives Steve Witkoff and Jared Kushner. In a message posted on social media platform X, he emphasised the necessity for negotiations to progress swiftly, stating, "The negotiations must move forward at full throttle to bring this war to an end as quickly as possible."

According to Rustem Umerov, head of Ukraine’s foreign intelligence service who led the Ukrainian delegation, the officials also addressed an investment initiative known as a prosperity plan. Umerov indicated that this plan aims to outline strategies for Ukraine’s reconstruction post-war and create avenues for economic growth. He noted that the delegation shared calculations regarding the financial support needed for the upcoming year.

While it remains unclear how the results of the US midterm elections might affect Trump's previous attempts to mediate peace, past actions have included controversial deals with Moscow aimed at alleviating energy costs amid the conflict in Iran. Zelenskyy has previously expressed frustration over what he perceives as setbacks due to US policy, including delays in receiving crucial military aid such as Patriot air defence systems.

The Brussels meeting involved delegations from various countries, including Germany, France, and the United Kingdom, as well as representatives from NATO and the World Bank. Kushner participated remotely, as confirmed by a Bloomberg source. Following the meeting, the European Commission issued a statement outlining the focus on refining plans for Ukraine’s economic development and future prosperity.

Zelenskyy has indicated that key priorities for the talks include establishing a ceasefire in the energy sector, ensuring security for grain exports, and negotiating prisoner exchanges. Meanwhile, Russia continues to demand extensive territorial concessions from Ukraine, particularly in the eastern Donbas region, which it has sought to claim for over a decade without success. Recent intelligence reports suggest that Russia has faced significant military losses, with Ukraine successfully reclaiming several territories.

Tragically, as frontline progress stalls, Russian airstrikes have increasingly targeted civilian locations. Reports indicate that a recent attack on a humanitarian aid centre in southern Ukraine resulted in at least 40 fatalities, with many individuals still missing. The World Bank previously estimated that the total cost of rebuilding Ukraine could approach $588 billion, a figure that has likely risen due to ongoing military actions.

Ukrainian financial authorities warned that the relentless strikes are likely to lead to an economic contraction for the nation this year, marking its first downturn since the escalation of the conflict. In his statements, Zelenskyy reiterated the importance of direct discussions with Russian President Vladimir Putin, dismissing the possibility of a phone conversation as inadequate for resolving the ongoing conflict.
