The Indian government has imposed a temporary ban on the Telegram messaging app amid rising concerns of cheating linked to the National Eligibility cum Entrance Test - Undergraduate (NEET-UG). This decision comes just days before a rescheduled exam on 21 June, following earlier cancellation due to allegations of a paper leak. The National Testing Agency (NTA), responsible for administering the NEET-UG, supported the ban, indicating it was necessary to combat the organised misuse of the platform by cheating syndicates. However, the move has drawn criticism from internet users and activist groups, who describe it as a superficial solution to a deeper issue.

The NTA stated that reports indicated that Telegram was being used by fraudulent groups to deceive candidates. Following the original NEET examination on 3 May, which saw approximately 2.28 million candidates participate across over 5,000 centres, the NTA annulled the test amidst protests when allegations of a leaked question paper surfaced. The Central Bureau of Investigation is currently probing these claims, and over a dozen arrests have been made in connection with the investigation.

The ban, ordered by the Ministry of Electronics and Information Technology, restricts access to Telegram until 22 June, coinciding with the re-examination date. Additionally, the ministry has instructed Telegram to disable its message-editing feature until the end of June due to concerns that it was being manipulated to create false evidence related to the purported leaks.

While the NTA has taken steps to eliminate fraudulent Telegram channels claiming to provide exam materials, criticism has emerged from various quarters. The Internet Freedom Foundation (IFF), a digital rights advocacy group, labelled the ban as ineffective and unconstitutional. They contended that such restrictions unreasonably penalise ordinary users who rely on Telegram for legitimate communication and study resources. IFF representatives articulated that the focus should be on addressing systemic issues within the education system rather than imposing blanket bans on communication platforms that assist students in preparation.

Stuart Stephens, a concerned parent, expressed frustration over the ban, suggesting it could have been prevented if strict measures had been in place earlier. Telegram's founder, Pavel Durov, has also spoken out against the ban, claiming it ultimately harms over 150 million users in India without disrupting the activities of those responsible for leaking exam materials. He pointed out that the ban does not prevent similar illegal activity from transferring to other platforms.

The NTA has publicly reiterated that no examination paper exists outside the officially secured testing process, encouraging candidates and their families not to fall for fraudulent claims involving payment for purported access to exam materials. They further regret any inconvenience caused by the ban, stating they aim to protect the integrity of the NEET-UG examination.

As the NEET-UG re-examination approaches, the controversy surrounding the ban on Telegram continues to highlight the broader ongoing challenges related to exam integrity in India. The issue raises questions about how best to balance the enforcement of academic integrity with the rights of millions of legitimate users who rely on digital communication platforms for educational purposes.
