The Comptroller and Auditor General of India has announced two new centralised audit cadres to enhance financial oversight and professional expertise.

The Comptroller and Auditor General (CAG) of India has unveiled plans to create two centralised cadres aimed at improving the quality of audits concerning central government finances. This announcement was made during a media briefing in New Delhi by DAI (HR, IR, CDN) K Subramaniam on 6 November 2025.

The new cadres, known as the Central Revenue Audit (CRA) Cadre and the Central Expenditure Audit (CEA) Cadre, are set to be operational from 1 January 2026. These specialised formations are intended to enhance professional expertise within the Indian Audit and Accounts Department.

Currently, the audit process for central receipts and expenditures is managed by nine Director General (Audit)/Principal Director (Audit) offices, along with various state civil audit offices and independent Chief Controller of Accounts (CCAs). The introduction of these centralised cadres will streamline management by consolidating multiple fragmented audit functions into two distinct streams.

Subramaniam indicated that the new structure would effectively bring together over 4,000 audit professionals, comprising senior audit officers and assistant audit officers, under a more unified management system. The CRA cadre will specialise in auditing government revenue collections, while the CEA cadre will focus on scrutinising government expenditures.

Highlighting the advantages of this centralisation, Subramaniam stated that it would foster deeper domain expertise in both revenue and expenditure audits. He also noted that the number of cadre-controlling authorities would decrease significantly—from 16 for the CRA to one central authority, and from 19 for the CEA to a single governing body for that cadre.

The restructuring is expected to enhance transparency in posting and transfers within the new unified cadres, allowing for fairer opportunities for officers to be stationed closer to their homes. "Everybody would have 2-3 opportunities in life to be closer to home or in a place which is proximate," Subramaniam remarked.

To further build domain expertise, the CAG plans to introduce two separate examination streams for the Subordinate Audit Service (SAS), tailored specifically for the CRA and CEA. Officers within both cadres will be subject to all-India transfers within their respective domains, ensuring a fair and equitable approach to career development and organisational needs.

This initiative by the CAG aims not only to enhance the efficiency of government audits but also to improve the overall management of audit professionals in India, ensuring that they are better equipped to handle the complexities of public finance oversight.
