Digital Life Certificates: New Initiatives for Indian Pensioners
Each year, numerous pensioners in India are required to verify their living status to continue receiving their pensions. This verification process, known as the Life Certificate or Digital Life Certificate (DLC), is essential for ensuring that pension payments are made solely to eligible recipients, thereby preventing fraud and misuse.
Traditionally, this verification required pensioners to visit banks or pension offices in person, often resulting in long wait times and the submission of signed paper certificates. However, with the Indian government's increasing emphasis on digitalisation, the process has become significantly more streamlined and user-friendly. Pensioners can now generate and submit their certificates digitally from their homes using a platform called Jeevan Pramaan, which is secure and based on Aadhaarâa unique identification system in India.
Understanding the Life Certificate
A Life Certificate is an official document that confirms the living status of a pensioner. Without this certificate, pension disbursing agencies will automatically pause pension payments. The Digital Life Certificate, or Jeevan Pramaan, employs biometric authentication methods, such as fingerprint or iris scans, to verify a pensioner's identity. Once the verification is successful, a digital certificate is generated and shared with authorised pension disbursing agencies, facilitating a much more straightforward process for the elderly.
Submission Deadlines for 2025
According to the Press Information Bureau (PIB), it is mandatory for all pensioners to submit their Life Certificates annually to avoid interruptions in their pension payments. For the year 2025, the designated submission period is from 1 November to 30 November. However, to accommodate elderly pensioners aged 80 and above, the government has permitted them to begin the submission process from 1 October 2025, allowing for greater flexibility and ease in completing the procedure.
Generating a Jeevan Pramaan Certificate Online
The process of creating a Jeevan Pramaan certificate involves two key steps: registering a biometric device and generating the digital certificate.
Step 1: Biometric Device Registration
Before utilising the service, pensioners or operators must register their biometric device, such as a fingerprint or iris scanner. Registration requires users to provide their Aadhaar number and mobile number, after which an OTP (One-Time Password) will be sent to their mobile. Following OTP verification, users must enter their name and email ID before scanning their biometric data. Upon successful authentication, the registration is confirmed, allowing the user to proceed.
Step 2: Authentication and Certificate Generation
In this stage, pensioners need to enter personal details, including their Aadhaar number, mobile number, name, Pension Payment Order number, pension type, sanctioning authority, disbursing agency, and bank account details. The system also inquires about any changes in marital status or employment. After entering the necessary information, pensioners must scan their biometric data again. Once authenticated, the Digital Life Certificate is generated, and a confirmation SMS with the Jeevan Pramaan Certificate ID is sent to the registered mobile number. This certificate is stored in the Life Certificate Repository, which can be accessed by pensioners and pension agencies alike.
Submitting the Life Certificate in 2025
The government has provided various options for submitting the Life Certificate, enabling pensioners to select the method that suits them best.
Offline submission at a bank branch or Citizen Service Centre (CSC) allows those who prefer traditional methods to submit their Life Certificate in person. Trained staff at these centres assist pensioners in verifying their details and completing the process.
For pensioners unable to travel due to age or health issues, the India Post Payments Bank (IPPB) offers a doorstep banking service. Pensioners can schedule an appointment, and an IPPB representative will visit their home to assist in the submission using biometric authentication. This service is available for both IPPB and non-IPPB account holders.
Online submission can also be completed through the Jeevan Pramaan Portal. By visiting https://jeevanpramaan.gov.in, pensioners can submit their Digital Life Certificate using a computer, laptop, or smartphone equipped with a biometric scanner. The Aadhaar platform authenticates biometric details, and upon successful verification, a Digital Life Certificate is generated and securely stored online.
Pensioners can also use the UMANG (Unified Mobile Application for New-age Governance) app to generate their Life Certificate. After downloading the app from the Google Play Store, pensioners can search for âJeevan Pramaanâ and follow the prompts to complete the necessary authentication.
Who Needs to Submit a Life Certificate?
It is essential for all pensioners receiving government, defence, or private sector pensions through authorised disbursing agencies to submit their Life Certificates annually. This requirement includes:
- Central and State Government pensioners
- Defence pensioners
- Family pensioners in the event of the pensionerâs death
- Pensioners from public sector undertakings
Failure to submit the certificate on time may lead to temporary suspension of pension payments until verification occurs.

To ensure a smooth submission process, pensioners should gather relevant details and documents, including:
- Aadhaar Number
- Registered Mobile Number linked to Aadhaar
- Pension Payment Order (PPO) Number
- Bank Account Number where the pension is credited
- Name of the Pension Sanctioning Authority

Aadhaar Requirement for Digital Life Certificate
Yes, possessing an Aadhaar number or Virtual ID is mandatory for generating a Digital Life Certificate. The Jeevan Pramaan system relies on Aadhaar authentication, which enhances accuracy and prevents fraud. Pensioners must ensure their Aadhaar is linked to their mobile number and bank account before attempting to generate their certificate.
Legal Validity of Jeevan Pramaan
The Digital Life Certificate holds full legal validity and is recognised under the Information Technology Act. Pension disbursing authorities across India accept it as an official document, equivalent to the conventional paper-based certificate. Its biometric verification system enhances security and reduces the potential for misuse.
