Philippine President Ferdinand R. Marcos Jr. commenced a five-day state visit to India on Monday, expressing his views that India is a "valued friend". This marks President Marcos's first official visit to India since he took office in 2022, and it is set against the backdrop of the 75th anniversary of diplomatic relations between the two nations. Foundations of Cooperation In his departure statement, President Marcos highlighted the common democratic values, maritime interests, and the pursuit of regional peace as vital elements that can underpin a stronger bilateral relationship with India. He noted, "Our bilateral relations have seen a measured and stable development that is both comprehensive in scope and multifaceted in nature," according to the Philippine News Agency. The President expressed optimism about the potential for collaboration in various sectors including defence, trade, health, pharmaceuticals, agriculture, tourism, and digital connectivity, stating, "I want this visit to bring concrete benefits for the Filipino people, such as more affordable medicine and greater connectivity and food security." Scheduled Meetings Upon his arrival in New Delhi, President Marcos is slated to engage with Indian leaders and key stakeholders. A significant meeting with Indian Prime Minister Narendra Modi is planned, where the leaders are expected to discuss deepening ties in economic, defence, and security matters, alongside trade and investment. A statement from the office of President Marcos indicated that both leaders would also exchange views on regional and global issues relevant to both countries. Following his engagements in New Delhi, the Philippine leader will travel to Bengaluru, further exploring opportunities with the Indian business sector. Celebrating Diplomatic Milestones President Marcos’s visit coincides with a significant diplomatic anniversary, marking 75 years since formal ties were established between Manila and New Delhi in 1949. The Indian Ministry of External Affairs (MEA) has described the Philippines as a crucial partner within India's Act East Policy and Indo-Pacific strategy, emphasizing the relationship's historical and cultural significance. Growing Defence Ties A notable point of discussion during the visit will likely revolve around defence cooperation, as the Philippines seeks to expand its arsenal through procurement of various military equipment from India. In this context, President Marcos's government has indicated interest in acquiring additional weapon systems, particularly highlighting the quality and affordability of Indian defence products. The Philippines has already secured a deal with India for the BrahMos missile system, a joint development between India and Russia. The Philippine military received its first batch of these advanced cruise missiles on April 19, 2024, making it the first nation to purchase this weapon system. Further discussions could involve other nations in the region, with reports suggesting that Indonesia and Vietnam are also exploring arms agreements with India, underscoring the complex security dynamics in the Indo-Pacific region where concerns over China’s maritime assertiveness have intensified. Tourism and Economic Engagement Tourism relations may also feature in discussions, especially following the Philippines' recent decision to grant visa-free entry to Indian tourists for stays of up to 14 days. This policy has reportedly led to a surge in travel interest from India, increasing searches by 28 percent within the week following the announcement. Moreover, economic ties are expected to strengthen, as bilateral trade exceeded $3 billion for the first time in the fiscal year 2022-2023. Both nations have agreed to pursue a Preferential Trade Agreement (PTA) to build upon this momentum. In April 2022, they had signed an Agreement on Cooperation and Mutual Assistance in Customs Matters, further facilitating trade dynamics. Future Prospects In addition to military and economic discussions, PM Modi and President Marcos are anticipated to deliberate over India's proposed concessional Line of Credit to assist the Philippines in defence procurement and naval asset acquisition.
