India has taken a significant step towards promoting clean energy adoption in the Indo-Pacific region
With the signing of a Project Implementation Agreement (PIA) between the Ministry of External Affairs (MEA) and the International Solar Alliance (ISA), India has undertaken a major move towards clean energy in the Indo-Pacific region.

This initiative, part of the Quad Climate Working Group's agenda, aims to execute solar projects in Fiji, Comoros, Madagascar, and Seychelles to address energy challenges and support sustainable development.

The agreement, signed on November 26, 2024, aligns with the Wilmington Declaration released during the Quad Leaders' Summit in Delaware, the US, on September 21, 2024.

The declaration highlighted a commitment by Quad countries—India, the United States, Japan, and Australia—to foster clean energy investments and catalyze private-sector involvement in building high-standard clean energy supply chains across the region.

Under this initiative, India has pledged an investment of USD 2 million to support solar energy projects in the Indo-Pacific countries. This funding will be utilized to develop solutions addressing critical energy challenges in the recipient nations, including:

  • Cold Storage Facilities: Solar-powered storage units to prevent the perishability of agricultural products.
  • Solarization of Healthcare Centers: Reliable energy supply for health services in regions with inadequate grid power.
  • Solar Water Pumping Systems: Enhancing irrigation facilities for remote areas lacking access to mini-grids or grid power.

These projects, facilitated by the ISA, are expected to improve energy access, support employment generation, and enhance the quality of life in the recipient countries.
 
Addressing energy inequality
Unequal access to reliable and secure electricity has long been a barrier to economic development and social justice in many developing nations.

According to a study by the ISA, countries such as Fiji, Comoros, Madagascar, and Seychelles face significant challenges, including unreliable electricity for agricultural and healthcare purposes.

Solar energy, as a sustainable and scalable solution, offers an opportunity to address these challenges while mitigating the impacts of climate change. By implementing solar projects in these regions, India and ISA aim to:

  • Enhance Energy Security: Provide consistent and high-quality electricity for essential services.
  • Boost Economic Development: Facilitate agricultural productivity and local job creation.
  • Support Climate Goals: Help nations transition to renewable energy, contributing to global efforts to combat climate change.
 
Quad’s climate agenda
The Wilmington Declaration emphasized the importance of collaboration through public finance and policy to catalyze complementary investments in partner and allied nations.

The latest agreement underscores the Quad’s resolve to operationalize these commitments by addressing the unique energy needs of smaller Indo-Pacific nations. The focus on solar energy aligns with the global push for sustainable development and highlights India's leadership role in renewable energy innovation.

The ISA, serving as the Project Implementing Agency, will provide programmatic assistance to the recipient countries, leveraging its expertise in solar energy solutions. With 123 member countries, the ISA has been instrumental in driving global solar energy adoption and facilitating knowledge sharing and capacity building among member states.

For this initiative, the ISA will work closely with the governments of Fiji, Comoros, Madagascar, and Seychelles to tailor solar energy projects that address specific local needs. The proposed projects are expected to deliver:

  • Reduced post-harvest losses through cold storage systems.
  • Improved healthcare services with uninterrupted power supply.
  • Enhanced irrigation capacity, boosting agricultural productivity.

The execution of these projects represents a critical step towards ensuring energy equity in the Indo-Pacific region. By addressing gaps in energy access and reliability, the initiative is poised to foster economic resilience and social well-being.

Moreover, this agreement signals India’s proactive stance in addressing climate change and promoting clean energy transitions globally. As a founding member of the ISA and a Quad partner, India continues to play a pivotal role in advancing renewable energy goals.

The signing of the Project Implementation Agreement between India and the ISA highlights the Quad’s collective commitment to addressing the challenges posed by climate change.
