India & Japan discuss counter terrorism, explore a strengthened partnership against emerging threats

Both nations express grave concerns over state-sponsored cross-border terrorism
The 6th meeting of the India-Japan Joint Working Group (JWG) on Counter Terrorism was held in New Delhi on May 29, 2024, marking a significant step in the collaborative efforts of both nations to combat the evolving threat of terrorism.
Discussions at the meeting included an assessment of terrorist threats and the challenges posed by the use of new and emerging technologies by terror groups.
According to the Ministry of External Affairs (MEA), both sides exchanged views on the terrorist threats in their respective regions, including State-sponsored cross-border terrorism in South Asia, South East Asia, East Asia, Middle East, as well as terror activities in the Af-Pak region.
The Indian and Japanese delegations deliberated extensively on the counter-terrorism challenges, including the use of new and emerging technologies by terrorists, misuse of internet for terrorist purposes, radicalisation and terror financing.
Countering terror financing, organised crime and narco-terror network also featured in the discussions, the MEA added.
Both sides agreed on the necessity of strengthening counter-terrorism cooperation through the exchange of information, capacity building, and joint training programs and exercises. The importance of collaboration at multilateral forums such as the United Nations, Financial Action Task Force (FATF), and Quadrilateral Security Dialogue (QUAD) was also underscored. These platforms provide avenues for coordinated international action against terrorism and its funding sources.
The Indian delegation was led by KD Dewal, Joint Secretary (Counter Terrorism), Ministry of External Affairs, while the Japanese delegation was headed by Ambassador Hiroyuki Minami, Representative of the Government of Japan and Ambassador in charge of International Cooperation for Countering Terrorism and International Organized Crime.
Both sides have agreed to hold the 7th Meeting of the JWG on Counter Terrorism in Tokyo on a mutually convenient date.
