In a move that will strengthen connectivity and energy security in the region, the Prime Ministers of India and Bangladesh will jointly inaugurate three India-assisted development projects on November 1, 2023.

The three projects are Akhaura - Agartala Cross-Border Rail Link; Khulna - Mongla Port Rail Line; and Unit – II of the Maitree Super Thermal Power Plant.

Prime Minister Narendra Modi and Prime Minister Sheikh Hasina will participate in the event via video conferencing, the Prime Minister's Office (PMO) said on Tuesday (October 31, 2023).

Here are the key features of these projects:

1. The Akhaura-Agartala Cross-Border Rail Link project has been executed under a Government of India grant assistance of INR 392.52 crore extended to Bangladesh. The length of the rail link is 12.24 km, with a 6.78 km Dual Gauge rail line in Bangladesh and 5.46 km in Tripura.

2. The Khulna-Mongla Port Rail Line Project has been implemented under a Government of India concessional Line of Credit with a total project cost of USD 388.92 million. The project entails construction of approximately 65 kms of broad gauge rail route between Mongla Port and the existing rail network in Khulna. With this, Mongla, the second largest port of Bangladesh, gets connected with the broad-gauge railway network. 

3. The Maitree Super Thermal Power Project under an Indian Concessional Financing Scheme loan of USD 1.6 billion, is a 1320 MW (2x660) Super Thermal Power Plant located in Rampal in Khulna Division of Bangladesh. The project has been implemented by the Bangladesh-India Friendship Power Company (Private) Limited (BIFPCL), which is a 50:50 Joint Venture company between India's NTPC Ltd and Bangladesh Power Development Board (BPDB).

It may be recalled that Unit I of the Maitree Super Thermal Power Plant was unveiled jointly by both the Prime Ministers in September 2022. The operationalization of Maitree Super Thermal Power Plant will enhance energy security in Bangladesh, the PMO noted.

Connectivity and trade linkages had figured prominently during discussions between Prime Minister Modi and PM Sheikh Hasina in New Delhi on September 8, 2023, ahead of the G20 Summit.

"Had productive deliberations with PM Sheikh Hasina. The progress in India-Bangladesh relations in the last 9 years has been very gladdening. Our talks covered areas like connectivity, commercial linkage and more," Prime Minister Modi posted on X (formerly Twitter).

The15th Meeting of the India-Bangladesh Joint Working Group (JWG) on trade in September 25-27, 2023 had also discussed a host of issues such as removal of port restrictions, harmonization and mutual recognition of standards, and supply of essential commodities to Bangladesh.

Additionally, the two sides talked about development of road and rail infrastructure as well as regional connectivity through multi-modal transportation. Creation and strengthening of infrastructure in Land Customs Stations and Integrated Check Posts also figured in the discussions.
