In the last three years, the Centre has disbursed over Rs 450 crore among students from Jammu and Kashmir under the Special Scholarship Scheme. More than 22,000 students from various parts of Jammu and Kashmir have benefited from the scheme. According to the official statistics, the Centre had allocated Rs 492 crore (Rs 146 crore in 2016-17, Rs 155 crore in 2017-18 and Rs 191 crore in 2018-19) under the Special Scholarship Scheme for Jammu and Kashmir students. Of this, the government has disbursed Rs 453.46 crore as scholarship (Rs 132.07 in 2016-17, Rs 142.36 in 2017-18 and Rs 179.03 in 2018-19), benefitting 22,231 students from Jammu and Kashmir.

The Special Scholarship Scheme for J&K is being implemented since 2011. The scheme aims at encouraging the youth of J&K to pursue higher education in educational institutions outside the UT. The scheme envisages providing 5,000 fresh scholarships every year (2,070 for general degree courses, 2,830 for professional courses and 100 for medical courses).

The students of J&K domicile with parental income up to Rs 8 lakh per annum are eligible. The scholarship is provided towards the tuition fee and maintenance allowance. The rate of scholarship towards tuition fee for the general degree courses is Rs 30,000 per annum, for professional courses Rs 1.25 lakh per annum and for medical studies Rs 3 lakh per annum. A fixed maintenance allowance of Rs 1 lakh per annum is provided to all students under the scheme. The scheme is implemented by the All India Council for Technical Education. The Ministry of Human Resource Development is also implementing the National Means-Cum Merit Scholarship Scheme and the Central Sector Scheme of Scholarships for college and university students.

The allocated quota for Jammu and Kashmir under the National Means-Cum Merit Scholarship Scheme is 1,019 scholarships, while 768 scholarships are allocated for J&K’s college and university students under the Central Sector Scheme of Scholarships.
