India has a strong engagement with the Pacific Island Countries as part of its Act East Policy
India and Pacific Island Country (PIC) Samoa have taken another step towards closer bilateral cooperation by holding their 1st Foreign Office Consultations (FOC). The development is significant given India’s strong engagement with the PICs as part of its Act East Policy.

During the FOC, held in Apia, Samoa on August 21, 2023, both sides discussed their wide ranging bilateral relations. According to information provided by the Ministry of External Affairs (MEA) on Tuesday (August 22, 2023), the discussions included their development partnership covering areas such as health, ICT, education, SME and capacity building.

They also discussed follow up on the FIPIC III Summit, as well as regional and global issues, and cooperation in the framework of PIF, Commonwealth and UN, the MEA added. Samoa will host the next CHOGM on 21 October 2024.

Secretary (East), Ministry of External Affairs Saurabh Kumar and Chief Executive Officer, MFAT Peseta Noumea Simi co-chaired the meeting.

While in Samoa, Kumar also called on Prime Minister Fiame Naomi Mata'afa. He also visited Indian developemental project sites in areas of health and ICT, and interacted with a group of ITEC alumni, the MEA said.

INDIA'S COOPERATION WITH PACIFIC ISLAND COUNTRIES

The Forum for India-Pacific Islands Cooperation (FIPIC) is a landmark initiative launched in 2014 as part of the Act East Policy. India and 14 Pacific Island Countries (PICs), including Fiji, Papua New Guinea, Tonga, Tuvalu, Kiribati, Samoa, Vanuatu, Niue, the Federated States of Micronesia, the Republic of Marshall Islands, the Cook Islands, Palau, Nauru, and the Solomon Islands, are a part of the FIPIC initiative.

Prime Minister Narendra Modi hosted the First FIPIC Summit in Suva on November 19 2014 during his historic visit to Fiji, with participation of all 14 Pacific Island Countries (PICs). The FIPIC II Summit was held in Jaipur, India, on August 21, 2015, with all 14 PICs taking part again.

Prime Minister Modi had unveiled a comprehensive 12-step action plan while co-hosting the FIPIC III Summit in Port Moresby, Papua New Guinea on May 22, 2023.

A majority of India’s engagement with PICs is through development assistance under South-South Cooperation - mainly in the form of capacity building (training, scholarships, grant-in-aid and loan assistance) and community development projects.

India's development partnership with PICs has included support to infrastructure development, with a focus on sectors of education, health and culture. Other community development projects have included revamping of libraries and school buildings, renovation of colleges and provision of IT infrastructure to educational institutes, apart from setting up of digital libraries. India has also supplied indelible ink to Fiji and Papua New Guinea for use in their general elections.
