The 5th India-Philippines Joint Commission on Bilateral Cooperation (JCBC), scheduled to convene in New Delhi on June 29, 2023, will see discussions on steps to boost bilateral cooperation in areas of maritime security, trade and investment, health and tourism. The meeting will be co-chaired by Filipino Foreign Secretary Enrique A. Manalo and External Affairs Minister S Jaishankar. Foreign Secretary Manalo is visiting India from Tuesday (June 27) at the invitation of ESM Jaishankar. The JCBC is a crucial platform for both nations to review the entire spectrum of bilateral relations. During the meeting, both sides will review the entire gamut of bilateral relations including political, defence, security, maritime cooperation, trade & investment, health, tourism, agriculture, financial technology and will also discuss regional & multilateral issues of mutual interest, the Ministry of External Affairs (MEA) said on Tuesday (June 27, 2023). During his visit, Secretary Manalo is scheduled to meet Vice-President Jagdeep Dhankhar, a meeting that is expected to further enhance the diplomatic dialogue between the two countries. Adding a cultural and intellectual dimension to the visit, Secretary Manalo will deliver the 42nd Sapru House Lecture. This lecture is a joint project under the Memorandum of Understanding (MoU) signed between the Foreign Service Institute (FSI) of the Philippines and the Indian Council of World Affairs (ICWA) in November 2017. MUTUAL COMMITMENT TO STRONG BILATERAL TIES The broad range of issues to be discussed during the upcoming JCBC meeting, from defence to financial technology, indicates a shared vision for a robust and multifaceted partnership. The visit of Secretary Manalo and his interactions with Indian dignitaries will serve to underscore the mutual commitment to a stronger bilateral relationship. In recent years, the two countries have been working to deepen and broaden their ties in various sectors, including trade, investment, defense, and security. The bilateral relationship between India and the Philippines encompasses a significant dimension of defence and security cooperation, which holds paramount importance. Recognizing the need to address common security challenges, both nations have proactively joined forces and pooled their resources to combat the pervasive threats of terrorism, piracy, and drug trafficking. Through a series of joint military exercises, the armed forces of India and the Philippines have not only fostered interoperability but also gained invaluable insights into each other's operational capabilities and tactics. These exercises serve as platforms for sharing best practices, enhancing combat readiness, and strengthening the bond between their respective defence establishments. Cultural and educational exchanges have additionally emerged as significant catalysts in nurturing strong people-to-people connections between India and the Philippines. These exchanges have played a pivotal role in fostering mutual understanding and appreciation of each other's rich cultural heritage and traditions. The establishment of the Indian Cultural Centre in Manila in 2011 stands as a testament to the commitment of both nations in promoting cultural exchange. This center has been an instrumental platform for showcasing the diverse facets of Indian culture, including art, music, dance, and the practice of yoga. By organizing various cultural events, exhibitions, and workshops, the center has successfully disseminated the essence of Indian cultural vibrancy to the people of the Philippines, further deepening the cultural ties between the two countries. Recognizing the importance of education as a bridge between societies, India and the Philippines have signed agreements to enhance cooperation in the realm of higher education. These agreements facilitate academic collaborations, student exchanges, and joint research endeavors, fostering academic excellence and promoting cross-cultural learning. By sharing knowledge and resources, both nations strive to enrich their respective educational landscapes and nurture the intellectual growth of their students. Furthermore, the bilateral agreements in science and technology serve as a cornerstone for promoting innovation and research collaboration. By leveraging each other's expertise, India and the Philippines aim to address common societal challenges, encourage scientific advancements, and promote technology transfer.
